This opportunity seeks to modernize the Senate's document management capabilities by replacing its existing Hyland OnBase system. Proposals are due by August 8, 2025, at 12:00 PM EST.
Purpose & Scope
The SAA aims to acquire a comprehensive solution for document management, workflows, and operational needs across various units. The new system must support unique workflows and integrate with existing infrastructure. The scope includes providing software, implementation, configuration, workflow improvements, and migration of 1.8 TB across 2 million objects (documents, metadata, users, roles, permissions) from the legacy Hyland OnBase system. The solution should also include tailored training, reporting, analytics, and ongoing technical support.

- Data Migration: Migrate 1.8 TB of data (2 million objects) including documents, metadata, user/role mapping, and workflows.
- Technical Capabilities: Support advanced OCR for scanned and handwritten documents (10% handwritten, 90% scanned). Scanning will occur on-site.
- Solution Flexibility: No preference for cloud or on-premises; hybrid or modular approaches are acceptable. FedRAMP certification may be favorably evaluated but is not mandatory, provided the solution meets all requirements and complies with Senate cybersecurity SOPs.
- Performance: Adherence to Service Level Agreement (SLA) requirements (Attachment J-03) with defined incentives and penalties.
- Cybersecurity: Strict compliance with Attachment J-01, "U.S. Sergeant at Arms Standard Operating Procedures (SOPS) for Cybersecurity," including NIST standards, cybersecurity plans, incident response, and training.
- Go-Live: An ideal go-live timeline is four months post-award; offerors should propose a realistic schedule.
