Scope of Work
The Senior Aviation Advisor will serve as the senior in-country aviation advisor and Government Technical Monitor (GTM) for the U.S. Mission to Libya. Key responsibilities include providing oversight and guidance for fixed-wing operations, maintenance, and logistics; interfacing with embassy stakeholders; drafting Aviation Standard Operating Procedures (SOPs); optimizing passenger/cargo scheduling; coordinating with other agencies; evaluating contractor performance; submitting regular reports; directing aircraft and personnel deployments; and developing operational tactics and training procedures. The LEO Air program utilizes a DHC-8 aircraft for transportation of COM personnel and cargo, and may also support tactical site surveys, Search and Rescue (SAR), Quick Reaction Force (QRF) transport, and medical evacuations.

Minimum Qualifications
Applicants must be U.S. citizens eligible for a Top Secret security clearance. Required experience includes designation as a Military aviator OR a minimum of ten (10) years of commercial aviation management experience (including hostile environments), senior-level aviation management, interagency/international coordination, in-depth fixed-wing tactical employment knowledge, broad knowledge of aviation plans/policies, and specialized pilot skills.
Evaluation Factors
Offerors will be evaluated on three factors (70 points total) and an interview (30 points), with professional references assessed on a Pass/Fail basis:
- Factor 1 (25 points): Aviation Program Officer experience, including stakeholder interface, resource allocation, fleet management, and developing operational systems. North Africa region experience is preferred.
- Factor 2 (20 points): Contract Oversight experience, covering contractor performance evaluation, compliance, and operational direction.
- Factor 3 (25 points): Operational Tactics, Techniques, & Procedures development for emerging missions and passenger/cargo handling.
