Statement of Work (SOW)

To provide lodging services for the Senior Executive Forum 02-26 (CT-02) event hosted by the Near East South Asia Center (NESA) for Strategic Studies.

• Provide accommodations for approximately 51 individuals (41 USG-funded, 10 Self-pay).

• Lodging to be provided in the Washington, D.C. Metropolitan area.

• Event dates: April 10-18, 2026, with check-out on April 19, 2026.

• Location Criteria: Within 0.5 miles of the Pentagon and 0.7 miles walking distance of an in-service metro station (or shuttle service provided).

• Accessibility: Facilities must be compliant with the Americans with Disabilities Act (ADA).

• Room Amenities: Comparable size and type rooms with workspace, desk, drawers, free high-speed internet, refrigerator, microwave, and secure safe.

• Meal Arrangements: Hot breakfast buffet included. Dietary requirements (no pork or alcohol) must be accommodated. Pork products to be separated and labeled.

• Dining Facilities: In-hotel full-service restaurant for breakfast, lunch, and dinner. Three additional full-service restaurants within 0.5 miles.

• Additional Facilities: Public area for group meetings (up to 10 participants) and on-site laundry facilities.

• Dates: April 10-18, 2026 (check-out April 19, 2026).

• Location: Washington, D.C. Metropolitan area.

• Financial Liability: Government is not liable for "Self-pay" rooms. Hotel must confirm availability and hold "Self-pay" rooms at a group rate until one week prior to arrival.

• Room Reservations: NESA will provide room lists one day prior to arrival. Self-pay guests must reconfirm reservations within five days.

• Restrictions: Contract excludes costs for local/international phone calls, pay-per-view, mini-bar, and alcoholic beverages. Outgoing phones and pay-per-view TV to be turned off, mini-bars emptied. A deposit may be requested.

• Occupancy Terms: Rooms not occupied by 6:00 PM on the scheduled date may be charged to the Government for that day, with remaining days canceled.

• Contract Type: Firm-Fixed Priced contract.

• Invoices: To be submitted electronically via Wide Area Workflow (WAWF).

This solicitation (HQ003426QE074) is a Request for Quote (RFQ) for Senior Executive Forum Lodging Support Services for the Near East South Asia (NESA) Center. The acquisition is a Firm-Fixed Price (FFP) type contract.

• The RFQ number (HQ003426QE074) and project name must be included in the quote.

• Offerors must be registered in SAM.gov.

• Quotes must hold prices for 120 calendar days from the offer receipt date.

• Award will be made to the offeror submitting the best value proposal.

• Evaluation factors: Technical Capability and Price.

• This acquisition is set aside for Small Business (100%).

• This is an electronic version of the RFQ; no hard copy will be issued.

• Offerors must provide required information including Discount (%), related fees (%), Tax Exemptions, Cage Code, UEI Number, Tax Identification Number, Offeror's Business Size, NAICS Code, FSC Code, and Terms and Agreement.

• A Statement of Work (SOW) is attached and provides acceptance/inspection criteria.
