Purpose & Scope
The SLEA will be based at the U.S. Embassy in Kyiv, Ukraine, and will advise and support the INL Law Enforcement Program Officer. Key responsibilities include assessing Ukrainian law enforcement needs, assisting with the development and evaluation of law enforcement assistance initiatives, providing guidance to the Ministry of Internal Affairs (MOIA) on standard operating procedures and management skills, and enhancing the effectiveness of patrol and territorial police forces. The advisor will manage projects, draft reports, liaise with U.S. Embassy agencies, and assist with procurement documentation and end-use monitoring.

- Complete Resume: Must detail paid/non-paid experience, job titles, dates, hours, locations (especially overseas), specific duties, supervisor contacts, education, and qualifications.
- Evaluation Factor Document: Address each of the four evaluation factors (Law Enforcement/Training Experience, Program Management and Administration, Liaison and Communication, International Experience) with specific examples, limited to 500 words per factor. These factors are worth 70 points.
- Professional References: Three (3) names and contact information (phone and email) of current and/or previous supervisors.
Evaluation Factors
Candidates will be evaluated based on:
- Law Enforcement/Training Experience (25 points): Expertise in rule of law, law enforcement, or related training programs, and ability to explain complex criminal justice issues.
- Program Management and Administration (20 points): Experience managing international programs, including procurement, budgeting, planning, execution, and monitoring.
- Liaison and Communication (15 points): Ability to build relationships with host nation officials, U.S. agencies, and international organizations, and communicate complex issues.
- International Experience (10 points): Experience managing programs in foreign environments, including difficult conditions and security situations. An interview (30 points) and satisfactory professional reference checks (Pass/Fail) will also be part of the evaluation.
