Scope of Work

The Senior Advisor will provide technical law enforcement expertise, assistance, and training. Key responsibilities include:

  • Reviewing and improving the organizational and operational capacities of the Salvadoran National Civilian Police (PNC).
  • Developing and implementing assistance plans for effective policing and counternarcotics.
  • Fostering collaborative partnerships among law enforcement, military, and community stakeholders.
  • Initiating and coordinating national and international interdiction programs against illicit trafficking.
  • Assessing training needs and proposing options for antinarcotics divisions.
  • Ensuring INL project execution, providing budget input, and overseeing other INL counternarcotics projects.
  • Drafting analytical reports and providing oral briefings to senior officials. The role is advisory, with no law enforcement authority in El Salvador.

Contract Details

  • Contract Type: Personal Services Contract (PSC)
  • Location: U.S. Embassy San Salvador, El Salvador (international and local travel may be required).
  • Period of Performance: 12 months from award date, with four (4) optional one-year extensions.
  • Compensation: FS-02 equivalent ($102,409-$150,391 per annum), negotiable based on qualifications.
  • Eligibility: Open to U.S. Citizens.

Minimum Qualifications

Applicants must be U.S. citizens with the ability to obtain and maintain Secret (potentially Top Secret) security clearance. Required experience includes:

  • Bachelor's Degree in Criminal Justice, International Relations, or related field; OR 20 years of professional law enforcement experience.
  • 15 years of experience in law enforcement operations, management, and training, including in Latin America.
  • Demonstrated experience managing partner nation policing programs and overseas program resources.
  • Professional proficiency in Spanish.
  • Experience in communication, coordination with U.S. interagency partners, and drafting official reports.
