Purpose & Scope

The Senior Police Advisor will serve as a key advisor on security and law enforcement policy, assisting the INL Director in planning and administering police reform and law enforcement programs in Haiti. Responsibilities include advising the Haitian National Police (HNP) on strategic planning and institutional reforms, developing law enforcement strategies, managing INL programs and staff, and ensuring compliance with U.S. laws and policies. The role requires extensive coordination with U.S. interagency partners, international organizations, and host-nation counterparts.

Contract Details

  • Contract Type: Personal Services Contract (PSC)
  • Period of Performance: 12 months from award date, with four (4) optional one-year extensions.

Evaluation Factors

Offerors will be evaluated based on:

  • Factor 1: Work Experience (25 points) - Supervisory experience in law enforcement, advising senior officials, managing complex security operations, and working with interagency/international partners.
  • Factor 2: Suitability for Haitian Context (25 points) - Understanding of the Haitian context, experience with foreign police/military, working in conflict zones, and preferred Creole language skills.
  • Factor 3: Management & Communication Experience (20 points) - Effective oral and written communication, ability to analyze and defend determinations.

Interviews account for 30 points, and satisfactory professional reference checks are pass/fail. The total possible score is 100 points.
