Scope of Work

The Senior Police Advisor will:

  • Serve as a senior security and law enforcement policy advisor to the INL Director and Mission leadership.
  • Assist in planning, developing, and administering INL Haiti police reform and law enforcement programs.
  • Advise the HNP on strategic planning, leadership, management, and institutional reforms.
  • Develop law enforcement, violence reduction, transnational crime, and counternarcotics strategies.
  • Manage assigned INL programs and supervise a team of 3-5 individuals.
  • Coordinate USG-GOH bilateral agreements and draft reports for Congress and federal agencies.

Minimum Qualifications

Applicants must be U.S. citizens with the ability to obtain a Secret security clearance. Requirements include:

  • Bachelor's degree.
  • 15 years as a sworn law enforcement officer (with 5 years supervisory) OR 15 years in military/policing/security/counternarcotics (with 5 years supervisory).
  • Demonstrated experience managing partner nation policing programs.
  • 5 years experience managing bilateral/multilateral criminal justice/security assistance programs.
  • Proven ability to provide oral briefings and draft analytical papers for senior officials.
  • Experience coordinating with U.S. interagency, international, and host-nation partners.

Evaluation Factors

Offerors will be evaluated on:

  • Work Experience (25 points): Supervisory experience in law enforcement, advising senior officials, managing complex security operations, and working with partners.
  • Suitability for Haitian Context (25 points): Understanding of Haiti, experience with foreign police/military, and work in conflict zones.
  • Management & Communication Experience (20 points): Effective oral/written communication and ability to explain regulatory guidelines. Interviews account for 30 points, and professional references are pass/fail.
