Scope of Work

The position requires frequent travel (up to 50%) to Western Hemisphere countries and the U.S., often in hazardous environments.

Minimum Qualifications
Applicants must be U.S. citizens with the ability to obtain a Top Secret security clearance, medical, and ethics clearances. Required experience includes a Bachelor's degree, ten (10) years as a sworn civilian law enforcement officer or military officer (Lt/Lt Col equivalent), ten (10) years of supervisory experience, and ten (10) years in law enforcement operations, management, or training. Demonstrated experience implementing law enforcement programs in Latin America, working with partner nation policing, interacting with high-level officials, and professional Spanish proficiency are also essential.

Proposals must include a completed and signed SF-171 (Application for Federal Employment), a detailed resume, responses to three Evaluation Factors (limited to 500 words per factor), and three professional references. The total proposal should not exceed 20 pages, and submission as a single PDF is highly recommended. Evaluation factors (70 points) cover Planning, Development and Operations (30 pts), Strategic Vision (20 pts), and Program Management (20 pts). An interview (30 points) and satisfactory reference checks (Pass/Fail) will also be part of the assessment.
