Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the design, fabrication, construction, and delivery of a Sensor Water Tank for use in testing water quality and other environmental sensors. The tank will be delivered to the U.S. Geological Survey (USGS), Hydrologic Instrumentation Facility in Tuscaloosa, Alabama.

• Design, fabrication, construction, and delivery of a sensor water tank.

• Tank dimensions: 120" +/- 5" L x 41" +/- 5" W x 41" +/- 5" (internal).

• Capacity: Approximately 900 gallons.

• Wall thickness: Between 1 and 8" (including support ribs).

• Must be passively insulated.

• Capable of mounting sensors and equipment via a 316SS Unistrut frame.

• Must be movable without heavy equipment when empty.

• Must support static water loads and dynamic loads from test equipment.

• Must maintain zero water leakage.

• Must have at least one drain port.

• Must support its own weight when filled.

• No cover is included.

• Materials must be corrosion-resistant and suitable for long-term water immersion (e.g., coated carbon steel, stainless steel, aluminum, reinforced fiberglass).

• Materials must not contaminate water or affect equipment testing.

• Materials must withstand continuous contact with untreated tap water and temperatures from 33°F to 110°F.

• Must withstand full water load with no measurable deformation.

• Must maintain structural integrity under repeated fill-drain cycles.

• Must withstand continuous full-fill hydrostatic pressure with a safety factor ≥ 2.0.

• External edges accessible to personnel must be rounded, deburred, or protected.

• Internal coating must be abrasion-resistant, water-impermeable, and free of contaminants.

• External coating must protect against corrosion and minor abrasions.

• Internal surfaces must be smooth to avoid damaging test equipment.

• Delivery: Within 150 calendar days following contract award.

• Delivery Point: F.O.B. Destination, U.S. Geological Survey, Hydrologic Instrumentation Facility, 27 Kirkbride Lane, Tuscaloosa, AL 35401.

• Compliance with latest versions of ASTM, ANSI/ASME, OSHA standards, and local/state codes.

• Contractor may propose equivalent standards if they meet or exceed requirements.

• Government will perform hydrostatic tests, dimensional verification, and require structural certification.

• Contractor shall provide as-built drawings, coating/finish documentation, material certifications, structural calculations/load rating, and warranty documentation.

• A minimum one-year warranty covering defects in materials, workmanship, and structural integrity is required.
