This Sources Sought aims to identify interested parties, assess small business capabilities, and explore potential contractual methods (e.g., Commercial Solutions Offering, Oasis, or commercial contract). The Sentinel program requires timely and compliant landowner engagement to secure temporary construction access for installing new fiber optic cables, upgrading existing Minuteman III infrastructure. The Air Force needs additional workspace beyond its current 1,575 miles of perpetual easements.

Scope of Work

The contractor will be responsible for securing license agreements for temporary land access. This involves obtaining landowner signatures for approximately 1,700 identified tracts by March 30, 2028, with a minimum of 100 landowners contacted monthly. Key tasks include verifying ownership, preparing license packages (deeds, legal descriptions, environmental questionnaires), and documenting all landowner interactions. Licenses will be pre-drafted, fixed-term, and generally non-negotiable at $75.00/rod. The Government will handle payment processing. Contractors must not use coercive tactics; unwilling landowners will be returned to the Government. Attendance at landowner signing events and coordination with USACE efforts are also required.

Key Requirements

Offerors must demonstrate specialized real estate acquisition expertise, with personnel holding active Registered Professional Landman (RPL) or Certified Professional Landman (CPL) designations. The contractor must maintain precise landowner records, provide accurate monthly disposition metrics, and manage landowner conflicts.
