Quick Summary
The Defense Logistics Agency (DLA) has issued a Justification for Other Than Full and Open Competition (JOFOC) for the sole source acquisition of WATER, AIR SEPARATORS (NSN/PN: 1660-01-209-1557/194698-3-1). This action justifies a non-competitive award to Honeywell International Inc. for 11 units, citing a lack of other responsible sources and unavailable technical data for competitive procurement. The JOFOC was approved on December 18, 2025.
Scope & Justification
This JOFOC supports the acquisition of 11 WATER, AIR SEPARATORS. The statutory authority for this sole source action is 10 U.S.C. 3204(a)(1). Market research, including a Sources Sought notice posted on SAM.gov from July 30 to August 6, 2025, yielded no interested vendors. Honeywell International Inc. (CAGE: 70210) is identified as the only known source capable of providing the required supplies. Technical data necessary for competitive procurement is not physically available, cannot be economically obtained, and specifications cannot be drafted for a competitive solicitation. The Acquisition Method Suffix Code (AMSC) of 3D further indicates that reverse engineering the part would be uneconomical. Honeywell has also previously declined to provide manufacturing data for competitive purposes.
