Statement of Work (SOW) / Performance Work Statement (PWS)

To provide septic, vault tank, grease trap, and lift station pumping services at various locations within Cuyahoga Valley National Park.

• Pumping of approximately 45 septic tanks throughout the park, with frequency varying by location (some annually, most less frequent). Septic tanks are generally pumped "by request" within 24 hours, between 6:00 am and 2:00 pm daily, with an exception for Lock 29 restroom.

• Monitoring and regular pumping of the holding tank at the Lock 29 restroom, requiring more frequent service during tourist season (estimated 1-2 times per week in warm weather, 2-3 times per month otherwise).

• Pumping of grease traps in kitchen areas, a minimum of four times per year, with quarterly inspections to ensure proper operation and sanitary conditions.

• Pumping of vault toilet tanks, estimated at a minimum of once per year, with some high-use vaults requiring 2-4 pumpings annually. These are pumped "by request" within 24 hours.

• Pumping of lift stations, estimated at a minimum of once per year for scheduled maintenance. These are also pumped "by request" within 24 hours.

• All waste must be disposed of in a certified facility in accordance with Ohio EPA guidelines.

• Septic tanks and vault tanks to be pumped "by request" within 24 hours of notification, between 6:00 am and 2:00 pm daily (including holidays).

• Grease traps require monitoring and pumping a minimum of four times per year, with quarterly inspections.

• Lift stations are pumped "by request" within 24 hours.

• Contractor must ensure safe and sanitary conditions.

• Project Location: Cuyahoga Valley National Park, 15610 Vaughn Road, Brecksville, Ohio 44141.

• Period of Performance:

  • Base Year: July 1, 2026 – June 30, 2027
  • Option Year 1: July 1, 2027 – June 30, 2028
  • Option Year 2: July 1, 2028 – June 30, 2029
  • Option Year 3: July 1, 2029 – June 30, 2030
  • Option Year 4: July 1, 2030 – June 30, 2031

• Contractor must comply with National Park Service rules and regulations.

• Work hours are generally 8 a.m. to 5 p.m., Monday through Friday, but emergency work on weekends, holidays, or at night may be required.

• Contractors are urged to visit the job site before submitting quotes.

• No signs or advertisements are permitted without approval.

• Smoking is prohibited within Federal buildings and within 25 feet of entrances, windows, or air intakes.

• Contractor must ensure minimal inconvenience to the public.

• Hauling restrictions must be verified, including state and county road requirements and height restrictions.
