Statement of Work (SOW) / Performance Work Statement (PWS)

To provide on-demand sanitary waste pump-out and disposal services for Canaveral National Seashore (CANA), a park located on Florida's central east coast.

• Furnish all labor, supervision, equipment, materials, supplies, and transportation for sanitary waste pump-out and disposal.
• Services include pumping, removing, transporting, and properly disposing of sanitary waste in accordance with federal, state, and local regulations.
• Pump-out frequency is determined by tank capacity, seasonal variation, and use levels.
• A park representative will notify the Contractor when service is required.

Services are required at multiple locations within Canaveral National Seashore:

• Playalinda Beach Road (Titusville, FL): 14 vault toilets (1000 GAL capacity each).

• Seminole Rest Historic Site (Oak Hill, FL): 1 vault toilet (2000 GAL capacity).

• Apollo Beach Road (New Smyrna Beach, FL): 7 vault toilets (various capacities from 1000-2000 GAL).

• Wilson's Corner (Titusville, FL): 1,000-gallon holding tank.

• Beach Office Area (Playalinda Beach Road): 1 portable toilet requiring weekly service, cleaning, and pump-out.

• Base Year: July 1, 2026 – June 30, 2027

• Option Year One: July 1, 2027 – June 30, 2028

• Option Year Two: July 1, 2028 – June 30, 2029

• Option Year Three: July 1, 2029 – June 30, 2030

• Option Year Four: July 1, 2030 – June 30, 2031

• Each pump-out must completely empty the vault tank of solid and liquid waste.

• All waste must be disposed of offsite in compliance with regulations.

• Work must be completed within two (2) business days after requested, excluding weekends.

• Minimize environmental impacts; use paved surfaces where possible.

• Contractor is responsible for damages due to neglect or unsafe practices.

• Contractor must obtain and maintain all required licenses and permits.

• Business hours for work are Monday-Friday, 7:00 AM to 3:30 PM, excluding federal holidays (off-hours require COR approval).

• Contractor must implement a Quality Control Plan.

• Contractor must comply with OSHA, EPA, and all state/local safety and environmental laws.

• Contractor drivers must hold a valid license and vehicles must be registered, insured, and comply with traffic regulations.

• Proof of liability and workers' compensation insurance

This is a combined synopsis/solicitation for septic pumping and disposal services for the National Park Service at Canaveral National Seashore. The government intends to award a Firm-Fixed Price Contract to the firm providing the best value based on pricing, ability to perform, completion time, and past performance. This RFQ constitutes the only solicitation; a written solicitation will not be issued.
