Service Agreement- Environmental System Maintenance and Repair/ Replace (TSC Letterkenny)

Request for Information (RFI)

This RFI is issued by the U.S. Army Contracting Command-Redstone, in support of the U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA). The purpose is to conduct market research to identify potential sources capable of providing maintenance and repair/replacement services for laboratory environment systems at the TMDE Support Center, Letterkenny Army Depot, Chambersburg, PA.

The scope of work includes:

• Replacing four (4) Evaporators on existing indoor units.

• Replacing four (4) Condensing Units.

• Replacing rooftop units via crane.

• Replacing existing Temp/Humidity Controllers with PLC Controllers for each of the four labs.

• Housing PLC controllers in new NEMA Enclosures.

• Providing a new standalone PC with VT SCADA for monitoring, trending, and data storage.

• Programming PLCs to match existing HVAC controls.

• Installing new control panels and interfacing with existing equipment.

• Performing startup and training for the new control system.

Performance Work Statement (PWS)

To provide maintenance and repair services for environmental systems (temperature and humidity) at the U.S. Army TMDE Activity (USATA) Support Center in Chambersburg, PA. These systems are critical for calibrating and repairing sensitive scientific equipment.

• Maintenance and repair of laboratory environmental systems.

• Replacement of four (4) specific units in the lab, including evaporators, condensing units, and rooftop units.

• Replacement of existing Temp/Humidity Controllers with new PLC Controllers.

• Installation of a new PC with VT SCADA for data monitoring and trending.

• Programming of PLC's to align with existing HVAC controls.

• Installation of new control panels and interface with existing equipment.

• Startup and training for the new control system.

• A written summary of overall laboratory conditions, including deficiencies and recommended repairs.

• A record of laboratory environmental certification.

• On-site services during normal business hours (0730-1630), Monday through Friday.

• Place of Performance: US Army TMDE Support Center, 5240 Technology Avenue, Chambersburg, PA 17201.

• Provide adequate storage space for contractor's spare parts, tools, and test equipment.

• Provide adequate working space, including desks, chairs, heating, lighting, ventilation, and electrical outlets.

• Provide access to the equipment for maintenance services, subject to security regulations.

• Contractor employees must comply with installation access and background check requirements.

• Compliance with personal identity verification requirements (FAR clause 52.204-9).

• Adherence to Force Protection Conditions (FPCON) and applicable security policies.

• Compliance with adjudication standards using NCIC-III and TSDB.
