This is a combined synopsis/solicitation for a Request for Quotation (RFQ) to procure two (2) 50hp New Rotary Service Air Compressors. The requirement is for a commercial product and is set aside 100% for small businesses. The government is seeking hardware, labor, and services for the procurement and installation of these compressors, including demolition of existing units, installation, and commissioning.

• Procurement of two (2) 50hp New Rotary Service Air Compressors.

• Demolition of two (2) existing Service Compressors.

• Installation of the two new 50hp Rotary Service Air Compressors.

• Initial Start-Up, Operational Check-Out, and Commissioning of the new compressors.

• All tasks are detailed in Attachment 1 – Service Air Compressor Replacement SOO and Performance Parameters.

• Delivery Period: 3 Months After Receipt of Order (ARO) for all CLINs.

• Delivery Location: Arnold Air Force Base, Tennessee.

• The contract will be awarded as a purchase order.

• The period of performance is not explicitly stated but delivery is required within 3 Months ARO.

• Vendors must submit a technical quote/solution, expected delivery date, a statement confirming the total quoted price is all-inclusive of delivery costs, and a completed Pricing Worksheet (Attachment 2).

• Quotes must be held firm for 30 calendar days.

• Evaluation will be based on the lowest priced technically acceptable quote.

• The government reserves the right to make an award based on initial submissions without interchanges, but may hold interchanges if deemed in the best interest of the Government.

• All vendors must be registered in the System for Award Management (SAM.gov).

• This acquisition is set aside 100% for small business participation.

• Vendors must qualify as a small business under NAICS code 333912 (Air and Gas Compressor Manufacturing), with a business size standard of 1,000 employees.

• RFQ Due Date: Wednesday, 25 March 2026, 1:00 P.M. Central Time.

• Questions Due Date: Tuesday, 23 March 2026, 1:00 P.M. Central Time.

• The government will not provide contract financing.

Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective is to replace the existing service air compressors at AEDC Building 651 to restore and improve service air capabilities for test support and tooling across VKF and other supported buildings/test facilities. The effort aims to maintain current service air requirements (220 CFM @ 115 psig) while enhancing performance, reliability, and compressor efficiency.

• Demolition and replacement of two (2) existing compressors with new rotary compressors.

• New compressors must meet minimum specifications: 115 psig pressure rating, 50hp power, and capacity of ≥ 220 CFM each.

• Compressors must fit within the existing VKF service air compressor envelope (concrete pad dimensions: 15'6"x14'5").

• Furnish all necessary equipment and rigging for removal and replacement.

• Furnish and install welded black iron piping to reconnect air discharge connections, reusing existing isolation valves.

• Furnish and install pipe and fittings for condensate drains and water discharge, reusing existing materials where possible.

• Reuse existing electrical materials and furnish new as necessary to extend electrical supply, not exceeding the backside of the 480V disconnect.

• Provide a written report validating that both new service air compressors operate as intended per OEM specifications.

• Characterize and evaluate the performance and efficiency of the new compressors.

• Provide a scope of service including:

  • Commissioning by factory-trained technicians.
  • Confirmation of proper installation per operator's manual.
  • Verification of operating temperatures, pressures, amperage, and other key parameters.
  • Check rotation of 3-phase motors.
  • Adjustment and setting of control set points and key operating parameters.
  • Basic operator training.
  • Detailed maintenance schedule.

• The Statement of Objectives (SOO) indicates a time-period not exceeding 3 months for the SOW, including all deliverables.

• The work is for AEDC Building 651.

• The Government shall receive Unlimited Data Rights to all technical data and reports produced.

• Development and maintenance of a Quality Control Plan (QCP) is required.

• Offerors have flexibility in managing schedule, performance, risks, warranties, subcontracts, and data to meet performance requirements.

• Clear government visibility into schedule, performance, and risks must be maintained.

• Offer Deadline: 1:00 PM Central Time on March 25, 2026.
• Currency: All prices must be in United States Dollars (USD).
• Cost Inclusion: All costs, including travel and administrative support, must be included in the CLIN pricing.
