Statement of Work (SOW) / Performance Work Statement (PWS)

To provide maintenance and repair services for Agilent Technologies, Inc. instrumentation used by the Division of Laboratory Sciences (DLS) at the Centers for Disease Control and Prevention (CDC). The goal is to ensure these critical instruments are functional and operational 95% of the time for chemical terrorism/emergency response, biomonitoring, tobacco analysis, and research.

• Maintenance and repair of hundreds of instruments and components comprising over 100 analytic systems.

• Services include telephone support, on-site maintenance, and repairs by factory-certified/authorized service engineers.

• Coverage includes parts, travel, labor, and software/firmware updates.

• Periodic preventative maintenance according to OEM recommendations.

• Repair restores instruments to their originally designed working order.

• Software and firmware upgrades must be provided and installed within 6 months of release at no cost to CDC.

• Strict adherence to CDC IT security policies regarding software installation and media usage is required.

• Instruments must be functional and able to run 95% of the time.

• Service engineers must respond within 24 hours of a service request.

• Repairs must be completed within 5 workdays.

• Initial confirmation of a service request within 4 hours.

• During national emergencies, 24/7 repair services are required with a 4-hour response time.

• Contractor workmanship must meet or exceed industry standards.

• Up to two annual preventative maintenance services per instrument.

• Monthly reports, quarterly conference calls, and an annual meeting are required.

• Service engineers must be US citizens or comply with NCAMS for non-US citizens to avoid delays.

• Service engineers must possess required Agilent training certificates for CLIA certification.

• Adherence to all CDC policies, laboratory safety requirements, and standards of conduct.

• Contractor is responsible for all labor, parts, and travel costs for routine repairs and preventative maintenance.

• Vendor must provide OEM-certified field service engineers.
