This document is a combined synopsis/solicitation (RFQ) for a Service Contract for Greenfeed, Smartfeed, and Smartscales C-lock equipment. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is for commercial items prepared in accordance with FAR Part 12.

• The core requirement is a Service Contract for Greenfeed, Smartfeed, and Smartscales C-lock equipment, as detailed in the attached Statement of Work (Attachment 2).

• Technical data and supporting documentation are available as attachments.

• Delivery is F.O.B. destination.

• Place of Performance is the Oklahoma and Central Plains Agricultural Research Center (OCPARC) in Woodward, OK.

• Anticipated Award Type: Firm-fixed price requirements contract.

• The Government intends to make one award.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Only the lowest priced offer will be evaluated for Technical Acceptability.

• Quotes will be evaluated in accordance with FAR 12.203.

• Offerors must submit pricing for the base period and all option periods.

• Failure to propose pricing for all periods may result in exclusion.

• Quotations will be evaluated for fairness and reasonableness.

• The potential exercise of the option under FAR 52.217-8 (six-month extension) will be considered in evaluation.

• Technical Acceptability will be rated as "acceptable" or "unacceptable."

• Submission Method: Electronic copy via email to the Contracting Officer/Contract Specialist/Purchasing Agent in Adobe PDF format.

• Quote Submission Form (Attachment 3) must be completed.

• Acknowledgement of solicitation amendments (SF-30) is required.

• Active registration in SAM.gov is mandatory.

• Supporting documentation demonstrating how the quoted product(s) meet or exceed salient characteristics is required.

• Offerors agree to hold prices firm for 90 calendar days from the receipt of offers.

• North American Industry Classification Standard (NAICS) Code: 811210.

• Small business size standard: $34M.

• This acquisition is an unrestricted requirement.

• Offerors are not required to meet a qualification requirement to be eligible for award.

This document is a "Quote Submission Form" for Solicitation Number 1232SA26Q0183, titled "Service Contract for C-Lock Equipment - RFQ". It is designed for vendors to submit their pricing and company information to the government.

Statement of Work (SOW) / Performance Work Statement (PWS)

To select a vendor to supply a service contract for accessing data, providing hardware and software support, and maintaining specific C-Lock Inc. equipment used by the Oklahoma and Central Plains Agricultural Research Center (OCPARC).

• Provide data access, hardware and software support, and maintenance for GreenFeed units (#121, 293, 294, 835, 836), SmartFeed Pros (#402-411), and Smartscales (#94, 95).

• Repair or replace all parts that wear out or break through normal wear and tear.

• Assure unlimited and complete access to both raw data and processed results generated by the equipment.

• Period of Performance: March 15, 2026, to March 14, 2027 (one-year contract).

• Locations: Southern Plains Range Research Station and Southern Plains Experimental Range in Woodward and Harper counties, Oklahoma, and at Fort Reno near El Reno in Canadian county, Oklahoma.

• The equipment is used at multiple OCPARC facilities.

• The contract will be approved by OCPARC's Center Director.
