This is a Pre-solicitation Notice for preventative maintenance and inspection services for HURST Jaws of Life extrication tools, to be performed annually. The notice is issued solely for information and planning purposes to identify interested small business vendors. The government does not intend to post a solicitation to the General Procurement Environment (GPE), and requests for a solicitation will not receive a response.

• Annual preventative maintenance and inspection services for HURST Jaws of Life tools and equipment.

• Services must be performed by Hurst certified technicians.

• Compliance with Hurst Jaws of Life guidelines.

• A draft Performance Work Statement (PWS) and a 2026 Dealer Verification Letter are attached.

• The government intends to award a firm-fixed-price contract.

• This notice is not a Request for Quote (RFQ) or a promise to issue an RFQ.

• The solicitation will be issued orally on or after April 1, 2026.

• No telephone requests will be honored, and no hard copies will be mailed.

• The government will consider all information submitted in response for the purpose of conducting a competitive procurement.

• The anticipated award date will be provided during the oral solicitation.

• Award will be made to the responsible vendor whose quote represents the best value to the Government.

• This requirement is for qualified small businesses only.

• Organizations not considered small businesses should not submit a response.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the safety of responders and potential emergency victims by performing annual preventive maintenance and inspection services on Hurst Jaws of Life® extrication tools and associated equipment.

• Perform preventive maintenance and inspection on specific Hurst equipment, including various Rams, eDraulic tools, Spreaders, Cutters, Transformer Spreaders, X-Tractor II Cutters, and Combination Tools.

• Services include checking pressures, changing hydraulic fluids and motor oil (on gas units), replacing filters, lines, seals, and o-rings as needed.

• Tighten tool fittings and tips, replace decals, and time spreader/cutter/ram open-to-close sequences.

• Disassemble, grease, and torque cutter blades and/or combination tool blades.

• All work must be performed by Hurst certified technicians in accordance with Hurst Jaws of Life guidelines and manufacturer recommendations.

• Work must be performed IAW Hurst Jaws of Life guidelines.

• Contractor must adhere to all safety rules and requirements prescribed by Air Force Pamphlet 91-210, Contract Safety, and Public Law 91-596 (Occupational Safety and Health Act of 1970).

• Additional precautions may be required by the Contracting Officer for security, safety, traffic, fire, personnel clearances, and accident prevention.

• The document specifies an "Annual Hurst Preventive Maintenance Contract" but does not explicitly state the period of performance or place of performance beyond general security and access requirements for Dover AFB.

• Records Management: Contractor must comply with AFRIMS Records Disposition Schedule (RDS), AFI 33-322, AFI 33-364, and AFM 33-363.

• Installation Access: Contractor must obtain identification badges and vehicle passes. Vehicle registration, insurance, and driver's license are required. Access may be restricted based on Force Protection Conditions (FPCON).

• Flightline Access: Contractors operating on the airfield must adhere to DAFBI 13-202.
