Justification

Newport Corporation, as the OEM, possesses the exclusive proprietary diagnostics, specialized replacement components, and certification capabilities necessary to restore the laser system to operational status. The InSight X3 DualC laser is critical for ongoing NIMH research studies, and its current non-operational state has halted experiments, necessitating an urgent and specialized repair.
