Sources Sought Notice (SSN)

This Sources Sought Notice (SSN) is for market research and planning purposes only. It is NOT a solicitation announcement, Request for Proposal (RFP), or a commitment to award a contract. The Government is seeking information to identify potential business concerns capable of providing Service Optimization Support Services for the Defense Health Agency (DHA) National Capital Region (NCR). The goal is to assist in determining the best acquisition strategy for future requirements and to aid in establishing realistic small business participation goals.

The NCR is a complex and strategically important network within the Military Health System, requiring dedicated contract support in program management, business operations, and health service optimization. This support is needed to standardize processes, improve visibility, pilot innovative approaches, and continue delivering exceptional care with fewer resources.

The contractor should provide experienced subject matter experts in areas such as:

• Organizational Development Practitioners
• Program Management
• Project Management
• Statistician (Data Scientists)
• Public Health / Human Performance (Subject Matter Expert)
• Business and Financial Operations Specialist

No contract will be awarded from this announcement. Responses are voluntary, and no reimbursement will be made for costs associated with providing information.

Interested parties capable of performing these services should submit a Capability Statement and additional information via email to the addresses provided. Responses are due by Thursday, May 7, 2026, at 12:00 PM (Eastern Standard Time). No phone calls will be accepted.
