Scope of Work
The contractor will provide comprehensive services for STRs of separated or retired Navy Service Members. Key tasks include:
- Receiving, inventorying, processing, tracking, and final disposition of STRs, dental records, and LLF medical documentation.
- Conversion services for paper STRs, Electronic Health Record (EHR) documents, generation of DD 2963s, and conversion of LLF documents to electronic images.
- Preparing documents for scanning, including validation, indexing, reassembly, and confirming image delivery to the Healthcare Artifact and Information Management Solution (HAIMS) repository in a searchable electronic format.
Performance Standards
- Scan and upload all records within 15 calendar days of receipt.
- Deliver an estimated 8 million images per year.
- Ensure 100% legibility and 99.5% scanning accuracy.
- Maintain zero misfiled pages in STRs.
- Provide weekly production reports and an electronic communication log for incomplete records.

Evaluation & Submission
Proposals must be submitted electronically via email to william.p.stevenson28.civ@us.navy.mil in two separate attachments:
- Volume I (Non-Price Proposal): Limited to ten (10) pages, covering Performance Approach, Past Performance, and Socio-economic Plan.
- Volume II (Price Proposal): No page limit, including completed solicitation documents and detailed price breakdown.
Evaluation will occur in two phases. Key evaluation factors (in descending order of importance) for non-price proposals are: Proof of a NARA compliant facility within the local commuting area of Navy Medicine Records Activity (NMRA), Performance Approach, Past Performance, and Socio-economic Plan. The Government reserves the right to award to other than the lowest evaluated price or highest technically rated offeror.
Special Requirements & Compliance
Contractors must hold ISO 9001:2015 Certification and comply with NIST standards, DoD directives, HIPAA, and the Privacy Act. All documentation must be treated as privileged and confidential. Requirements include adherence to PII/PHI protection guidelines, breach response procedures, and potentially a Business Associate Agreement (BAA) and Data Sharing Agreements (DSA). Personnel must be trained on Navy STR indexing and relevant forms. Cybersecurity requirements, including system access and training, are mandatory. Small business subcontracting goals are provided.
