Phase II evaluates non-price factors (Performance Approach, Past Performance, Socio-economic Plan) in descending order of importance, along with price. The Government reserves the right to award to other than the lowest evaluated price or highest technically rated offeror.

Important Notes

This solicitation was amended on April 29, 2026, incorporating vendor questions and answers, and adding new FAR clauses: 52.222-90 (Addressing DEI Discrimination by Federal Contractors) and 52.244-6 (Subcontracts for Commercial Products and Commercial Services).
