Performance Work Statement (PWS)

This PWS outlines the requirement for contractor support to the Defense Information Systems Agency (DISA) Emerging Technology (EM) directorate. The primary goal is to facilitate technology assessments, prototypes, and innovative pilots, and to develop, implement, and maintain a Knowledge Management (KM) ecosystem within Microsoft 365 for the Department of Defense (DoD).

• Technology Engineering Services: Conduct technology assessments, evaluations, and pilots to determine maturity, usability, security, scalability, and DoD deployment readiness. This includes testing hardware, software, and applications.

• Knowledge Management (KM) Solutions: Design, develop, and deploy custom KM solutions using Microsoft 365 tools (SharePoint Online, Teams, Power Platform, Viva). This involves transforming existing work products, leveraging AI for efficiency, and developing data-driven insights. Content and record migration, system maintenance, and support are also included.

• TAC Lab Support: Provide system administration, database administration, and network administration for the Technology Analysis Center (TAC) lab environments, including cloud support (AWS, Azure, GCP, Oracle).

• Agile Project Management: Utilize an Agile Scrumban framework for development and maintenance tasks, participating in sprint planning, daily stand-ups, reviews, and retrospectives.

• Performance is measured against specific Acceptable Quality Levels (AQLs) for deliverables such as Contract Management Plans, Monthly Status Reports, Technology Assessments, Evaluations, Pilots, and KM solutions.

• Key metrics include error-free delivery rates (e.g., 95% for MSRs), uptime (98% for developed solutions), and timely submission of reports.

• Period of Performance: One base year with two optional one-year periods.

• Place of Performance: Primarily at DISA facilities in Fort Meade, Maryland. A hybrid work schedule (onsite and telework) will be determined at award. Unclassified activities may occur at other DISA or DoD locations. Classified work (up to Secret) will be performed at various CONUS Government locations.

• Security: Requires a Secret Facility Clearance. Personnel must possess interim or final Secret security clearances. Work may involve SCI access eligibility. Compliance with DISA and DoD security directives is mandatory.

• Certifications: Cybersecurity workforce personnel require specific certifications aligned with DoD 8140 and the DCWF.

• Government Furnished Property (GFP): Contractors must manage and report GFP as per FAR and DFARS clauses.

• Conflicts of Interest (COI): Contractors must identify and mitigate potential OCIs and submit an OCI Plan.

• Non-Disclosure Agreements (NDAs): Required for all assigned employees.

• Training: Mandatory security and agency-specific training is required.

• IPv6 Compliance: Assessments may be required for relevant efforts.

This notice is issued by the Defense Information Systems Agency (DISA), Emerging Technology Directorate (EM), Collaboration & Defense Division (EM2) to determine the availability and technical capability of small businesses to provide Services for Technology Engineering and Knowledge Management Modernization (STEaKMM).

Respondents should demonstrate experience in:

• Project management for testing and evaluating hardware, software, and applications for enterprise readiness.

• Conducting market research and presenting technology readiness assessments.

• Setting up, configuring, deploying, and securing new technologies in test and production-like environments.

• Database administration support, including maintenance, recommendations, health checks, updates, security, and troubleshooting.

• Cloud administration support (AWS, GCP, Azure, Oracle Cloud, etc.) for deployment, management, optimization, and operation.

• Utilizing Agile methodologies for digital transformation, focusing on process automation and Microsoft Power Platform integration.

• Using approved Artificial Intelligence (AI) toolsets for record migrations and retention policies, adhering to information assurance, accessibility, and CUI handling.

• Anticipated Period of Performance: November 22, 2026 – November 21, 2029.

• Anticipated Place of Performance: DISA HQ, Fort George G. Meade, MD.

• The North American Industry Classification System (NAICS) code is 541512, with a size standard of $34M.

• This is for informational purposes only and not a Request for Proposal.

• Interested businesses must submit a brief capabilities statement (max five pages, excluding cover/admin data) addressing the required capabilities.
