Submission Requirements & Evaluation
While the requirement is sole source, all responsible sources may submit a capability statement, proposal, or quotation. Alternate sources must be Government source approved prior to contract award. The time required for new source approval typically precludes award delays. Submissions from interested parties must include:

Offers failing to provide required source approval data will not be considered. The Government retains discretion on whether to compete this requirement based on responses. Proposals received within 45 days after the publication date (May 28, 2026) will be considered.
