Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for cleaning and inspecting the sewage and grey water systems of the USCGC ROBERT YERED (WPC 1104) during its FY2026 Docksides Availability.

• Work Item 6: Sewage and Grey Water System, Clean and Inspect: Requires the Contractor to clean sewage and grey water systems, including tanks and piping.

• Work Item 7: Grey Water Tank, Preserve (Opt): An optional item to prepare and preserve the grey water tank's interior surfaces while waterborne. This item is contingent on Work Item 6 and assumes approximately 35% of the tank's internal coatings have failed.

• Cleaning Plan: Contractor must submit a detailed cleaning plan prior to work commencement, including personnel qualifications, SDS for chemicals, step-by-step procedures, and locations for inspections.

• Inspections: Includes initial operational pre-tests, inspection of the grey water tank's condition, and post-cleaning inspections of piping interiors and system components.

• System Cleaning: Chemical cleaning of piping is suggested, with mechanical methods (e.g., waterjetting) available if needed. Tank cleaning involves removing sediment, sludge, and persistent residues.

• Component Maintenance: Cleaning and re-installation of tank interior components, and renewal of zinc anodes if more than 50% material is lost.

• Testing: Post-repair testing includes adjusting vacuum pressure switches, verifying pump operations, and performing leak tests (water and smoke tests).

• Disposal: Proper disposal of all sewage, grey water, and cleaning materials in accordance with regulations. Use of Coast Guard disposal facilities may be an option.

• Systems must be cleaned to ensure free and unobstructed flow of waste solids and fluids.

• Leak tests must demonstrate the system holds vacuum without cycling or significant pressure loss.

• Post-repair operational tests must demonstrate satisfactory operating conditions.

• Work is for the USCGC ROBERT YERED (WPC 1104) during its FY2026 Docksides Availability.

• Specific locations for piping openings and inspections must be pre-approved.

• Government-Furnished Property: A sewage tank zinc anode is listed as government-loaned property.

• Protective Measures: Contractor must install protective measures for unaffected vessel components.

• Interferences: Contractor must manage all interferences.

• Temporary Facilities: Contractor must provide temporary sanitary and HVAC facilities if services are disrupted.

• Safety & Regulations: Adherence to all applicable Federal, state, and local regulations for personnel safety and environmental protection is required.

• Quality Control: Contractor must follow SFLC Standard Specifications for quality control, especially for "critical-coated surfaces" in the optional preservation work.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for construction services, specifically for cleaning the sewage and grey water system (including tanks and piping) at the USCGC Robert Yered in Miami Beach, FL. The solicitation is advertised as a Small Business Set-Aside only.

• Provide all labor, supervision, materials, and equipment necessary for the cleaning of the sewage and grey water system.

• A Statement of Work (SOW) is attached and provides further details.

• This is a firm fixed price contract.

• Award will be made using simplified acquisition procedures (FAR Part 13 and 15).

• The contract period of performance is expected to commence no later than 10 business days after award.

• Proposals must include a price breakdown of labor/supervision and materials/equipment for removal and disposal of the concrete structure.

• Past performance documents are required to demonstrate expertise.

• The contract will be awarded to the responsible offeror whose offer is most advantageous to the Government, BEST VALUE.

• Past Performance and Cost factors will be used in the award selection.

• Anticipated award date: 10 business days after solicitation close (OOA 18 June 2026).

• Vendors must be registered in SAM (System for Award Management) with an "ACTIVE" status prior to award.

• Vendors' SAM registration must list the applicable NAICS codes.
