Justification and Approval (J&A)

This document justifies the use of other than full and open competition for the award of a follow-on, five (5) year, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to Lockheed Martin, Corp. (LMCO).

The contract will procure spares, engineering services, repairs, and Depot Stand-up in support of the Surface Electronic Warfare Improvement Program (SEWIP) Block 2 Program, also known as the AN/SLQ-32(V)6 System. This includes approximately 81% for supplies (spares and repairs) and the remainder for services such as system engineering, technical and management support, and Depot Stand-up for integration.

• LMCO is the sole source with the requisite specialized understanding of the Block 2 system architecture, software, firmware, hardware, and historical Fleet performance.

• The government's minimum needs have been verified.

• Market research identified only LMCO as having the capabilities.

• A Request for Information (RFI) was issued, and one other inquiry from Frequency Electronics, Inc. (FEI) determined that FEI lacked the technical capability.

• Award to another source would result in significant delays and duplication of costs.

• Contract Type: Indefinite-Delivery Indefinite-Quantity (IDIQ)

• Period of Performance: Five (5) years
