Rationale for Sole Source
Northrop Grumman Systems Corporation (NGSC) was identified as the only responsible source capable of meeting the Navy's requirements without unacceptable delay. NGSC is the original equipment manufacturer (OEM) with specialized experience, familiarity with the Technical Data Package (TDP), and the necessary infrastructure to meet production requirements and current fielding plans. Award to any other source would result in significant delays (estimated at 40 months for first unit delivery) and impact fleet readiness. The proposed sole source modification was synopsized on SAM.gov on November 17, 2025, with no responses received.
Future Competition Efforts
Despite this sole source award, the government has unlimited data rights to SEWIP Block 3 technical data and intends to compete future production requirements where possible. Efforts to promote competition included considering responses to a previous Sources Sought Notice for the SEWIP Family of Systems (FoS) IDIQ MAC, holding industry days and one-on-one meetings, and releasing a draft RFP and Government Furnished Information (GFI) library. The SEWIP FoS IDIQ MAC is planned for full and open competition.
