This is a combined synopsis/solicitation (Request for Quotation - RFQ) for the installation of heat tape and cabling systems on the roof, gutters, and downspouts of Building 97's North and South sections. The scope includes reconditioning the electrical system to provide dedicated power to both sides of the building and installing new snow retention guards on both elevations. This acquisition is a Total Small Business Set-Aside.

• Evaluation: Quotes will be evaluated using a comparative methodology to determine the best value to the Government, considering price and other factors. The evaluation will focus on Technical Approach and Price.

• Required Documents: Technical Approach narrative (1-3 pages), resumes for Project Manager and Licensed Electrician (Colorado), and pricing via the attached Excel spreadsheet "Attachment 2 – Schedule of Items".

• Total Small Business Set-Aside.

• NAICS Code: 238210 - Electrical Contractors and Other Wiring Installation Contractors.

• Small Business Size Standard: $19M.

• A site visit will not be held.

• Offerors must price all line items and round up to the nearest whole dollar (no cents).

• The offeror agrees to hold prices firm for 60 calendar days from the date specified for receipt of offers.

Statement of Work (SOW)

To install heat tape/cable, gutters, and downspouts on the North and South sections of Building 97, located in Shadow Mountain Village. The project also aims to recondition the electrical system to power these new systems and install new snow retention guards. An optional bid item includes repairs to the soffit.

• Base Bid (CLIN 0001):

  • Mobilization of necessary equipment, materials, and labor.
  • Installation of heat tape/cable systems on the North and South sides of Building 97, including conduit installation, sub-panel setup, demolition of old heat trace conduit, and installation of approximately 250 feet of heat tape/cable per side. Application of SB-190 sealant is required for waterproofing.
  • Installation of snow retention guards on both North and South sides.

• Optional Bid Item (CLIN 1001 Item 1):

  • Repair of 200 square feet of damaged soffit.

• Location: Shadow Mountain Village, Building 97, 34 GCR 66, Grand Lake, CO 80446.

• Hours of Operation: 0830-1630 MSDT Monday-Friday. Access requires prior authorization.

• Key Deliverables: Proposed Project Plan and Safety Plan, Weekly Status Reports, Schedules, Product Data, Shop Drawings, Permits and Inspections, Demonstration of system operation, and O&M Manuals and Warranties.

• Reporting: Weekly reports and schedules are required.

• A Colorado-licensed electrician must perform final inspection of electrical work.

• Contractor must coordinate with CO-designated US Forest Service staff for demonstrations and inspections.

• Key personnel include a Project Manager and a Licensed Electrician in Colorado.

• Section 508 of the Rehabilitation Act of 1973 applies.

• Attachments include a diagram of heat cable and snow guard locations and CSI Specifications.
