This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for the purchase and delivery of aggregate. The acquisition is a Total Small Business Set-Aside.

• Deliver approximately 3710 cubic yards of " base rock.

• Aggregate must be weed-free, with special attention to weed-listed items.

• Specific requirements are detailed in ATT 1 Statement of Work, ATT 2 Maps of Delivery Locations, and ATT 3 R5 703 Aggregate Specification 1.

• Anticipated Award Type: Firm Fixed Price purchase order.

• One award is anticipated.

• Quotations will be evaluated based on technical merit, fair and reasonable pricing, and acceptable or neutral past performance. Award will not necessarily be made to the lowest-priced offeror.

• Technical evaluation will consider source quarry information and certifications of weed-free aggregate, with emphasis on actions against specific weeds.

• Price evaluation will be based on the completed Schedule of Items and will determine if the pricing is fair and reasonable.

• Offerors must submit pricing for all items.

• Offers must be held firm for 30 calendar days from the date specified for receipt of offers.

• Delivery is required by 03APR2026. Early deliveries will be accepted.

• This acquisition is set-aside for small business concerns.

• The applicable North American Industry Classification Standard (NAICS) Code is 212311 (Dimension Stone Mining and Quarrying).

• The small business size standard is 500 employees.

• This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for providing approximately 3710 cubic yards of aggregate rock and hauling it to designated locations on the Shasta Trinity National Forest lands.

• The project involves constructing one or more courses of " aggregate base.

• Aggregate material must be weed-free, with a specific note about the weed of concern, Stinkwort or Dittrichia graveolens, making any source with this weed unacceptable.

• The contractor shall deliver aggregate material to two designated locations: Nelson Point Park Rd. and Fender Flat near Pit 7.

• Material must be placed only in pre-approved stockpile areas, avoiding blockage of roadways, drainageways, landscaping, utilities, or easements.

• The contractor is responsible for placing and forming stockpiles to prevent contamination, spillage, and runoff, and for protecting adjacent surfaces and utilities.

• Cleanup and removal of debris from work areas to a permitted disposal facility is required.

• The contractor must comply with all applicable laws, site safety, and traffic control requirements.

• Noncompliance with placement or handling instructions may constitute a breach of contract.

• Period of Performance: From date of award to 03APR2026.

• Estimated contract time: Approximately 30 days.

  • Location 2: Via Fenders Ferry Road (Forest Road Number 34N17) near PG&E Pit 7 (40.845117, -122.014367).

• Contractor must ensure delivery trucks are suitable for the applicable sites, as access may be difficult for side dump or belly dump trailers.

• Contractor shall protect existing pavement, buildings, landscaping, and other existing improvements, and shall be responsible for repairing any damage caused.

• Contractor shall furnish all labor, materials, equipment, supervision, and transportation.
