Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a barge or overwater platform and tugboat capable of supporting near shore geotechnical drilling operations at the North Breakwater in Sheboygan, Wisconsin.

• Provide a barge/platform and tugboat for drilling operations within and around the Sheboygan Harbor's North Breakwater.

• The barge must be capable of supporting a 35,000 lb truck-mounted drill rig and approximately 8,000 lbs of additional supplies and tooling.

• Contractor to supply a crew boat for transporting drilling crew and supplies.

• Contractor to supply a crane capable of lifting 35,000 lbs with a 50 ft horizontal reach.

• Drilling is estimated to take 8 days, with 1 day for loading and 1 day for demobilizing, excluding weather delays.

• Perform eight (8) borings along the North Breakwater at 500-foot intervals.

• Ensure drilling activities do not impact a nearby submarine power cable.

• Drilling operations must be conducted in a manner that does not adversely impact navigation.

• Safety compliance with USACE EM 385-1-1 and Coast Guard guidelines.

• Work must be conducted safely, with appropriate personnel protection.

• Location: North Breakwater, Sheboygan Harbor, Sheboygan, Wisconsin.

• Estimated drilling period: March 2, 2026 to March 14, 2026 (D=0 to D=12).

• Mobilization: No later than February 26, 2026.

• Demobilization: No earlier than March 15, 2026.

• Barge Requirements: Minimum 2-point spud barge or jacking capability (3 ft above water), single piece raked barge, handrails, stability in 3-5 ft waves, 12-inch moon-pool, onboard water pump, electrical generation, toilet facilities, crane capacity, and adequate deck lighting.

• Tugboat Captain: Must possess a current USCG National Master of Towing Vessels license.

• Work Schedule: 12-hour operations per day, with one 10-hour drilling shift plus 2 hours for transport.

• Safety: Compliance with EM 385-1-1, hard hat, steel-toed boots, PFDs, eyewear, hearing protection, and drinking water.

• Security: Compliance with DoD and Army security training requirements, FPCON, HPCON, and E-Verify program.

• Submittals: Work Plan, Accident Prevention Plan.

• Coordination: Contact Emily Edwards (USACE) for technical questions and Yuki Galisanao (USACE) for COR.

• Bids must include daily rates for mobilization, workdays, weather days, and off days.
