Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the Aviation Logistics Center (ALC) with aircraft parts to support Programmed Depot Maintenance (PDM) efforts.

• Manufacture aircraft parts as listed in Attachment 1 ("Schedule with First Article - 70Z03826QJ0000224") or Attachment 2 ("Schedule - 70Z03826QJ0000224").

• The specific item required is "Shelf ASSY, WL 215" (NSN: 7125-01-HS2-6144, Part Number: 1029M60T300-10), with a quantity of 7 EA.

• Work to be performed at the Contractor's facility or a USCG-approved facility.

• Contractor shall provide all necessary materials, labor, tooling, and facilities.

• Manufacture must comply with ALC drawing numbers specified in Section 3.1.

• First Article: Offerors who have not previously passed Form, Fit, and Function (FFF) testing must provide one (1) unit within 30 days of purchase order receipt. This unit will undergo testing on a Government aircraft. Approval or disapproval will be communicated within 90 calendar days.

• Quality Control: Contractor must maintain a quality system compliant with ISO 9001-2000 or equivalent. All inspections, tests, and calibrations must be performed to ensure conformance to Government requirements. Records must be maintained and available for Government review.

• Certificate of Conformance (COC) required for all manufactured parts, in accordance with FAR 52.246-15.

• Work to be performed at the Contractor's facility or a USCG-approved facility.

• Delivery requirements are specified in Section 6.1:

  • CLIN 1 (First Article): 1 unit due 30 calendar days after receipt of order (ARO).
  • CLIN 2 (Production Buys): 6 units due 30 calendar days after favorable Form, Fit, and Function test of CLIN 1.
  • CLIN 1 (Production Buys, Attachment 2): 7 units due 30 calendar days ARO.

• Access to USCG Drawings: Contractors must be registered in the Defense Logistics Agency's (DLA) Joint Certification Program (JCP) and complete a DHS Form 11000-6 Non-Disclosure Agreement. Written requests for drawings must be submitted to Cindy.K.Harmes@uscg.mil with proof of JCP registration and the completed NDA.

• Document Release: Documents will only be released to U.S. businesses. Foreign entity release requires a valid Technical Assistance Agreement (TAA) and DSP-5.

• Warranty: Contractor's standard warranty for manufactured parts must be provided with the quotation.

• Documentation: Certifications of compliance with ALC drawings must be provided with each item. Payments will not be made until these certifications are received.
