Justification for Sole Source
The government believes SINTEF Ocean AS is the only source capable of fulfilling this requirement. VERES is a unique program combining linear seakeeping analysis, structural loading, and slamming. The USCG has utilized this software for over a decade and maintains multiple built-in models of its ships and boats. Market research indicates no other commercially available software offers the combined capabilities of structural loading analysis, davit motion analysis, crane acceleration evaluation, and comprehensive seakeeping simulations in a single package.
