Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the "Job Specification" for the "Countermeasure Washdown SYS MOD" (SHIPALT LPD17-92168) to be accomplished on the USS SAN DIEGO (LPD-22).

• The work involves modification of the countermeasure washdown system.

• Location of work is the 01 Level Weather Deck, Frames 85 through 92.5, Boat Valley.

• An "Operating Pressure Test at Sea" is required to ensure the tightness of each welded joint.

• Cleaning and preservation of new and disturbed surfaces to match surrounding areas is also required.

• Running Air Test: Verify no leakage.

• Operating Pressure Test: Verify tightness of welded joints.

• Allowable leakage for the air test is none.

• Modification initiated by condition report Serial No. HOS-002.

• Specific pipe and fitting items are used per design section concurrence.

• The SRF (S246 Coordinated SRF Representative) will witness operational tests when the ship is underway.

• SRF Tool Room will issue pressure gauges.

• Kitted materials will be received from the project team.

• Government Furnished Material (GFM) includes materials listed in section 5.1 and 5.2, ordered by 38DX258301-A01. SRF will provide materials listed in section 5.3.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for the "SHIPALT LPD17-92168 COUNTERMEASURE WASHDOWN SYS MOD ACCOMPLISH" for the USS SAN DIEGO (LPD-22). The award will be restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR).

• The core deliverable is the accomplishment of the Countermeasure Washdown System Modification.

• The work is to be performed aboard the vessel at Sasebo Naval Base.

• Contract type: Firm Fixed Price.

• Period of Performance: From April 27, 2026, to September 30, 2026.

• The dollar amounts shown are for administrative purposes only and are based on an estimated FY26 Budget Exchange Rate of JPY150.4415 per USD1.00.

• Quotations are due by close of business on April 22, 2026.

• Award will be based on Price: Lowest total price. Technical acceptability is not an evaluation factor as awardees must already hold an MSRA/ABR.

• The Government intends to make a single award to the responsive offeror whose total offer is most advantageous.

• Award is restricted to firms with a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR).

• Firms without an MSRA/ABR may be ineligible unless adequate time exists for the Navy to perform an assessment and execute the agreement.

• Firms without an MSRA/ABR are instructed to substitute "contract" for "job order" in specific clauses and may request an application package for MSRA/ABR via email.

• This RFQ is not an order.

• The anticipated award date is not contractually binding and is subject to change.

• Payment requests and receiving reports must be submitted electronically via the Wide Area WorkFlow (WAWF) system.
