Scope of Work

• Welding & Cleaning: Strict welding qualifications (AWS D1.1, D1.2, MIL-W-22248, D1.3, D1.6) and inspection procedures are detailed, including specific filler materials for aluminum. Cleaning and deoxidizing processes are also specified, with time limits for chemical deoxidation.
• Shock Mounts: Only the shock mount listed in the drawing package is approved; substitution requires written permission from Naval Inventory Control Point, Philadelphia.
• Contractor Responsibility: Offerors are responsible for all manufacturing aids (fixtures, jigs, dies, etc.). Only government-approved sources of supply are acceptable; distributors must provide authorized distributor letters.

Quality Assurance & First Article Test (FAT)

A mandatory First Article Test (FAT) is required per FAR 52.209-4.

• FAT Requirements: Includes dimensional tests, form, fit, function (100% production leak test), and compliance with drawings. The contractor is responsible for providing parts and repair during FAT.
• FAT Cost: An estimated $12,000 for FAT will be added to offerors' prices if testing is required.
• Delivery: One FAT unit (CAGE 05259, Part 969E001) must be delivered within 120 calendar days of contract award.
• Waiver Option: The Naval Inventory Control Point may waive FAT requirements for offerors who have previously supplied identical, accepted production articles within three years, using the same production location. Offerors requesting a waiver must submit two prices: one with FAT and one with the waiver.
• Production Leak Test: A 100% production leak test is required, involving an 18-inch free fall drop and pressure testing.
