Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
This modification P00001 to SPRDL1-24-C-0087 is being issued to recognize there are 2 Requests for Variance (RFV) on CLIN 0001AB for the First Article Test and both were approved. Below are the details of each RFV.
1. The first RFV was submitted on 05FEB2025 and was for the Preservative Variance from TT-W-568 Creosote to QNAP Copper Nanphthenate and was approved on 06FEB2025. Document is attached in PCF.
2. The second RFV was submitted on 25APR2025 and was for Pre-coating Variance from Zinc Phosphate to MIL-PRF-32550 Zinc Rich Primer and was approved on 28APR2025.
The engineers response was POC informed that a Zinc-rich primer could be acceptable, but the specification cited is obsolete. We now have MIL-PRF-32550 (attached); use TYPE I OR II. POC stated "Ill approve a properly written RFV name the product and show its QPD approved, and acknowledge the coatings are applied IAW MIL-DTL-53072. (Assume the contractor is CARC process Qualified.)" The engineer was unable to digitally sign the RFV, so he sent me an e-mail stating ESA recommends APPROVAL of subject RFV 04-2525 for the one-time First Article Test of one production unit.
This modification did not cause a change in the compensation of the base contract. All other terms and conditions of the base contract remain the same.
