Scope of Work

This procurement is for Men's and Women's Athletic Shoes, encompassing three types: Type I (Cushion/Neutral), Type II (Stability), and Type III (Motion Control). The shoes must be manufactured in accordance with Purchase Description GL-PD-16-06 dated 16 March 2017. Key requirements include specific sizes, widths, components (e.g., black color with gray/white accents, thermoplastic heel counter, textile lining, polyurethane cushion insert, rubber outersole), design (Strobel stitch, 8-12mm heel-to-toe drop), and performance standards (e.g., shoe weight, shock attenuation, bond strength, longitudinal stiffness). Toxicity standards and permanent marking requirements are also specified.

Mandatory Certification Process

Offerors must submit samples for certification to the Army Program Office in Natick, MA, following the "US Army Footwear Certification Program" dated 21 June 2017. Certification is required for both genders and all three shoe types. Proof of certification (Approval Letter) must be provided before DLA makes an award decision. Failure to obtain full certification may lead to exclusion. Sample submission requirements include specific quantities and sizes for Men's (size 10D) and Women's (size 8B, 11.5D/12D equivalent), along with test reports for Component (Table VI of GL-PD-16-06) and End Item (Table VIII of GL-PD-16-06) testing. Independent testing is not currently required.

Contract Details

The solicitation will result in a Firm Fixed-Price contract with a 36-month ordering period, divided into three one-year price tiers. The requirement is split into two Unrestricted lots:

  • Lot 0001: Represents 60% of the Government's requirement, with a total minimum of 33,966 units, an Annual Estimated Quantity (AEQ) of 135,864 units, and a maximum of 810,000 units.
  • Lot 0002: Represents 40% of the Government's requirement, with a total minimum of 22,644 units, an AEQ of 90,576 units, and a maximum of 540,000 units. Both lots will request pricing for special measurements. Initial Production Lead Time is 240 days for the first delivery and 210 days for subsequent orders. Items will be procured F.O.B. Destination, with inspection and acceptance at origin. Delivery locations include Austin, TX; Pendergrass, GA; and Lansing, MI.

Evaluation & Award

The solicitation will use Best Value Trade-Off Source Selection Procedures. Evaluation factors include Past Performance Confidence Assessment, Small Business Participation, and Price. Non-price factors, when combined, are significantly more important than price, but price gains importance as other factors become equal. The Government intends to make two awards to two contractors but reserves the right to make multiple awards to the same awardee. Clause 52.219-4 (HUBZone) will be included if applicable.

Important Notes & Submission

The Berry Amendment restrictions on foreign content apply, requiring clothing and textile items to be grown, reprocessed, reused, melted, or produced in the United States, its possessions, or Puerto Rico, unless exceptions apply. The Government reserves the right to convert shoe construction for military readiness.
