Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for securing short-term office space for approximately forty (40) U.S. Forest Service (USFS) Long Cane Ranger District employees in the Edgefield, SC area. This contract is intended to provide office space until a long-term lease can be established.

• The facility must be located within a 10-mile radius of 310 Buncombe St, Edgefield, SC.

• Minimum of 6,000 square feet of office space.

• Approximately seven (7) individual offices, a large open area for cubicles, a conference room, a kitchen/breakroom, and a printer/copier room.

• Interior must have finished walls, commercial grade flooring, and prefinished ceilings (minimum 8-foot height).

• Facility must be equipped with 120V power outlets and Cat 6 Ethernet/Wi-Fi connectivity throughout.

• Thermostatically controlled central HVAC with supply ducting.

• Accessible restrooms with sinks and commodes sufficient for 40 people.

• Sufficient fluorescent lighting.

• Must meet USFS security and fire safety requirements.

• Adequate on-site parking or parking within a ½ mile walk.

• The supplier is responsible for providing and covering costs for electric power, water, sewer, telecommunication, internet, refuse, and grounds maintenance.

• Custodial services are required at least every two weeks, including window and floor cleaning, trash collection, and restroom/kitchen cleaning. Replenishment of consumables (e.g., toilet paper, paper towels) and equipment (e.g., paper towel dispensers) is also required.

• Emergency repairs (e.g., broken plumbing, inoperable exterior doors) must be responded to and mitigated within 12 hours.

• Urgent repairs (e.g., leaky roof, inoperable toilet) must be responded to and repaired within three (3) business days.

• Routine and preventive maintenance (e.g., HVAC filter replacement, water heater servicing) must be performed in accordance with industry standards.

• Ground maintenance must ensure a safe and professional appearance.

• The period of performance will be one (1) year from the occupation date negotiated at the time of award.

• The location is the Edgefield, SC area.

• The supplier is responsible for all maintenance and repair costs to keep the facility secure and operable.

• The supplier is responsible for paying all travel costs associated with the contract.

• The supplier must provide a list of key personnel and contract information.

• Facility access keys and information must only be provided to authorized parties.

• Facility Access Hardware and Information (within 5 business days of award).

• Maintenance and Repair Schedules (communicated at least 2 business days in advance of scheduled work; emergency repairs communicated as soon as feasible).

• Supplier Contact Information, including a 24/7 monitored after-hours phone number (within 5 business days of award).
