Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the contract requirements for providing temporary, portable shower facilities with hot water capabilities to support the Marine Raider Group and designated elements of the Marine Raider Regiment at specific buildings (RR123, RR139, RR141).

• Provide, install, and maintain self-contained portable shower units and associated equipment (water tanks, heating systems, power distribution).

• Remove all contractor-furnished equipment upon completion.

• Ensure sufficient shower units to support personnel at each location: 179 at RR123, 143 at RR139, and 128 at RR141.

• Maintain a showerhead-to-personnel ratio of 1:20 (minimum) to 1:10 (maximum) at each site.

• Keep facilities clean and sanitary, performing full cleaning and disinfecting services once every 24-hour period between 0900 and 1000 local time.

• Provide and maintain potable water in accordance with TB MED 577, keeping tanks at a minimum of 25% full.

• Remove and dispose of grey water according to all applicable laws and regulations, ensuring tanks do not exceed 90% capacity.

• Provide, install, maintain, and remove generators, including setting up power distribution grids.

• Obtain electrician certification for generator setups prior to first use at each location.

• Critical Equipment Failure Response: Within 4 hours of notification.

• Operational Availability: 98% of the time during contracted hours.

• Acceptable Quality Level (AQL): No more than 6 hours of downtime per shower unit.

• Monitoring: Contractor daily logs, verified by TPOC spot checks and user feedback.

• Penalties: Deductions may apply for failure to meet the AQL.

• Estimated occupancy: 8 days for RR123, 6 days for RR139, and 6 days for RR141.

• Overarching performance period: 8 June to 30 June.

• Delivery lead time: 48 hours notice required for equipment scheduling.

• Anticipated delivery dates: 8 June for RR123, X June for RR141 and RR139 (subject to change).

• Base Access: Contractors require identity proofing and vetting for access to MCB Camp Lejeune and MCAS New River. Options include RAPIDGate/DBDS or a 30-Day Pass followed by a 4-Day Pass. Costs are the contractor's responsibility. The Government is not responsible for access delays.

• Deliverables: Electrician Certification, Daily Service Log, Water Quality Test Results.

• Technical Point of Contact (TPOC) to be identified upon award.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Quotation (RFQ) under solicitation number H9225726QJD01. The Marine Corps Forces Special Operations Command (MARSOC) requires mobile shower trailer services to support personnel at three barracks buildings.

• Rental, delivery, installation, daily servicing (including pump-outs and cleaning), and removal of mobile shower trailers.

• Services are required for three distinct barracks buildings.

• Specific stall capacities, utility metrics, and daily servicing schedules are detailed in the attached Statement of Requirements.

• Contract Type: Firm-fixed-price.
