This is a combined synopsis/solicitation for commercial products or services for Siemens CA660 Maintenance Services and Reagent Supplies. The Defense Health Agency Contracting Activity intends to award a sole source, firm-fixed-price contract to Siemens Healthcare Diagnostics. This acquisition is being conducted under the authority of RFO FAR 6.103.-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," as Siemens is deemed the only responsible source capable of providing the required non-personal maintenance services and reagent supplies for Naval Hospital Guantanamo Bay (NH GTMO).

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide laboratory reagents and analyzer maintenance services as defined in the Performance Work Statement (PWS).

• Evaluation Factors: The award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors. The evaluation will be based on:

  • Non-Price Evaluation Factor - Technical Capability (Significantly more important than Price)
  • Price Evaluation Factor

• Award without Discussions: The Government intends to award without discussions.

• This acquisition is not set-aside for small business concerns.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide laboratory reagents and maintenance services for the Sysmex CA-660 coagulation analyzer at Naval Hospital Guantanamo Bay (NH GTMO).

• Provide laboratory reagents via a drop shipment delivery schedule.

• Perform preventative and corrective maintenance for the Sysmex CA-660 coagulation analyzer.

• The contractor is responsible for providing reagents and performing maintenance in accordance with Original Equipment Manufacturer (OEM) standards.

• Preventative maintenance checks are to be scheduled once per year, and corrective maintenance/repairs as needed.

• All supplied items and reagents must have a minimum of six (6) months shelf life upon receipt.

• Manufacturer lot numbers must be identical for each batch of reagents shipped.

• Application Support Service and Testing must be provided for all products.

• Product Specialist assistance is required within 24 hours for post-sale product failures or issues.

• On-site service for maintenance issues must be provided within seven days of request.

• Telephonic technical support must be available 24 hours per day, 7 days a week.

• Period of Performance: Base Period: 01 September 2026 – 31 August 2027, with four Option Periods extending through 31 August 2031, plus an additional period under FAR 52.217-8 through 29 February 2032.

• All test equipment used must be calibrated and compliant with relevant standards (JC, OEM, CAP, FDA, NIST).

• Vendor must provide service manuals, specifications, schematic diagrams, and parts lists.

• Replacement parts must be new and certified as OEM replacement parts.

• Software revisions, updates, and upgrades must be provided at no additional cost.

• Maintenance must meet all Siemens' OEM specifications.

• Only OEM trained service providers are qualified for maintenance and repair.
