Contract Details & Funding
This BAA anticipates multiple awards with total funding of approximately $99.9 million. Individual awards are typically between $0.25 million and $15 million and generally do not exceed 36 months. Awards can be made as FAR-based Procurement Contracts, DODGARS-based grants and cooperative agreements, or Other Transactions (OT) under 10 USC 4021, 4022, and 4023. Successful prototype projects under an OT agreement may transition to follow-on production contracts.
Submission Process & Deadlines
This is a 2-Step BAA. White papers are required for initial submissions and will be accepted until 2:00 PM EST on September 25, 2028. Formal proposals are by invitation only. Suggested submission dates for alignment with projected funding are: FY24 by November 15, 2023; FY25 by August 15, 2024; FY26 by August 15, 2025; FY27 by August 14, 2026; and FY28 by August 13, 2027. Evaluation Criteria
For assistance instruments, evaluation includes a Step 1 (Go/No Go) Initial Screening and a Step 2 (Full Evaluation) Review. Step 1 requires white papers to demonstrate Gold Standard Science (GSS) success and commitment (reproducible, transparent, etc.), produce immediately demonstrable results, consider speed and accountability, advance President's policy priorities, and avoid promoting racial discrimination, denying the sex binary, facilitating illegal immigration, or anti-American values. Step 2 focuses on technical merits and potential relationship to DOW missions (using a "weight of scientific evidence" approach), cost/price realism, and Science & Technology (S&T) Protection risk assessments.
