Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines requirements for the Simplified Acquisition of Base Engineering Requirements (SABER) program at Space Launch Delta 45 (SLD45), Patrick Space Force Base (PSFB), Florida, and its Geographically Separated Units (GSUs), including Cape Canaveral SFS (CCSFS).

The SABER program is designed to expedite design efforts and accomplish minor construction, maintenance, and repair projects. The scope includes a broad range of non-complex minimum design efforts. The work is divided into two major areas: SABER Project Estimating (SPE) and SABER Construction. The Construction Task Catalog (CTC) will be used, which includes Pre-Priced, Alternate Priced, and Trades (labor) books.

Approximately 90% of the work will be performed at PSFB, Florida, with approximately 10% at CCSFS and other auxiliary sites in Florida. The performance period for each task order will be based on the total labor hours associated with the project.

• Contractor Responsibilities: Includes providing all personnel, equipment, tools, materials, supervision, and services. The contractor must ensure high-quality work in a timely manner, obtain all necessary permits, comply with all applicable laws, regulations, and industry standards (including Unified Facilities Criteria - UFC), and adhere to safety and environmental regulations.
• Design Submittals: Requirements for structural, site work/pavements, mechanical, and electrical design submittals are detailed.
• Submittal Process: Outlines the process for delivering submittals, including progress schedules and material submittals.
• Safety: A pre-construction safety meeting is required, and the contractor must submit a Confined Space Entry plan. Compliance with OSHA and other safety regulations is mandatory.
• Security: Procedures for working in restricted or controlled areas are outlined.
• Historical/Archaeological Finds: Procedures for preserving and reporting any discovered historical or archaeological items.
• Utility Services: Planned interruptions of utility services require coordination and approval.
• Housekeeping: Normal housekeeping functions are required.
• Quality Improvement: Weekly status reports and quality improvement meetings are required.

Includes providing Government-Furnished Equipment/Materials (GFE/GFM) and Government-Furnished Facilities (e.g., workspace) as described in the task order. The government will also provide access to the approved cost estimating software and updates to the CTC.
