Sources Sought Notice

This notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP). The 45th Contracting Squadron (45 CONS) is seeking industry information to gauge interest and capabilities for an anticipated Single Award Task Order Contract (SATOC) at Patrick Space Force Base. The government is considering a small business set-aside program for this requirement.

• The primary North American Industry Classification System (NAICS) code is 238220 - Plumbing, Heating, and Air-Conditioning Contractors. Other potential NAICS codes include 236220, 237110, 238110, and 238210.

• The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) with a ceiling of $15 to $19.5 million and a three-year ordering period.

• A Statement of Work (SOW) is attached for review, detailing the full requirements.

• Interested parties must submit a capabilities package demonstrating their ability to meet the SOW requirements.

• The package should include company size (annual revenue, employee count) and business status (e.g., 8(a), HUBZone, SDVOSB, EDWOSB, WOSB).

• Teaming agreements should specify prime and partner responsibilities.

• Indicate foreign-owned/controlled status and any contemplated use of foreign national employees.

• Include DUNS number, CAGE code, and SAM expiration date.

• Submissions are due via email by 11:00 AM EST on March 26, 2026.

• The subject line for the email should be: "Sources Sought: PSFB SATOC IDIQ - [Company Name]".

• Capabilities packages should be in PDF format.

• The government is considering a small business set-aside program.

• Respondents must indicate their small business status.

• Responses are not considered offers and will not form a binding contract.

• No solicitation exists at this time; do not request a copy of the solicitation.

• The government will not pay for information requested or costs incurred in developing responses.

• Respondents will not be individually notified of the results of government assessments.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for an Indefinite Delivery Indefinite Quantity (IDIQ) Single-Award Task Order Contract (SATOC) for General Construction and Design/Build Construction services.

The contract is intended to provide rapid response for a wide range of construction and repair services at facilities located at Patrick Space Force Base, Cape Canaveral Space Force Station, and Malabar Training Annex. The scope includes, but is not limited to:

• General Construction: New construction, renovation, repair, and upgrades of building envelopes, including interior/exterior finishes, roofing, structural systems, and fencing.
• Utilities: Installation and repair of electrical, natural gas, water/sewer, telecommunications, and storm water systems.
• Highway, Streets and Bridge Construction: Paving, repairs, striping, curbs, gutters, drains, culverts, sidewalks, and civil site work.
• Mechanical & Electrical Systems: Plumbing, electrical systems, HVAC, fire suppression, fire alarm, and energy management control systems.
• Incidental Work: Demolition, carpentry, and minor electrical work necessary to complete the primary tasks.

The contract covers facilities within the Space Launch Delta 45. Task Orders will define specific periods of performance.

• Task Orders: Specific work will be defined in individual Task Orders, which may include design or construction.
• Site Visits: Contractors are required to perform site visits as directed to gather data for proposals.
• Submittals: A detailed process for submittals (e.g., preconstruction, shop drawings, product data, samples, test reports, closeout documents) is outlined, including specific forms and delivery methods.
• Codes and Standards: Work must comply with Federal, State, local, international codes, military regulations, Unified Facility Criteria, and Installation Facility Standards.
• Safety and Health: An effective safety and health program is required.
• Permits: Contractors must identify and obtain necessary permits.
• Work Scheduling: Normal working hours are 7:30 AM to 4:00 PM, excluding weekends and Federal Holidays. Restrictions may apply due to hazardous operations.
• Occupancy: Buildings may be occupied during work; a premises/access plan is required.
• Environmental Protection: Work must minimize pollution and comply with environmental laws.
• Asbestos and Lead-Based Paint: Procedures for handling suspected or encountered asbestos or lead-based paint are detailed.
• Site Security: Contractors must provide site security as required.
• Accident Reports: Compliance with accident reporting requirements is mandatory.
• Public Affairs: Disclosure of contract data is restricted.
