Single-mode 532 nm laser for Brillouin Light Scattering Spectrometer (High Speed Metrology for Magnetoelectronic Devices and Models)

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a replacement single-mode 532 nm laser for the National Institute of Standards & Technology (NIST) Applied Physics Division's Spin Electronics Group. This laser is a critical component for Brillouin Light Scattering spectrometers used in measuring magnetic material and device parameters for the "High Speed Metrology for Magnetoelectronic Devices and Models" project.

• Deliver one (1) Novanta single-mode 532 nm laser, model Torus 532 nm laser.

• Include all necessary peripherals: cables and power supply.

• Provide a 2-year warranty.

• Delivery terms: FOB Destination.

• Laser Specifications:

  • Diode-pumped solid state (DPSS) laser.
  • Output power: 250 mW at 532 nm (may exceed existing 200mW).
  • Beam diameter: 1.5 mm to 1.9 mm.
  • Beam divergence: smaller than 0.5 mrad.
  • Beam output height: 41 mm or less.
  • Spectral purity: higher order modes suppressed by at least 95 dB compared to the fundamental mode within 30 GHz.
  • M2 value: better than 1.1.
  • Power stability: better than 0.2% rms over >100 hours.
  • RMS noise (10 Hz – 100 MHz): <= 1.2%.
  • Polarization: linear, ratio > 100:1.
  • Physical dimensions: Length < 14.5", Width < 5.6".
  • Must fit onto a 5.6" wide platform with output centered.
  • No water or fan cooling required.
  • US standard 110 V, 60 Hz power supply.

• Interchangeability: Must be readily interchangeable with the existing Torus 532nm 200mW laser.

• Warranty: Minimum 2 years or 17,500 hours.

• Lead Time: No later than twelve (12) weeks after receipt of order.

• Delivery Location: NIST, Shipping & Receiving, 325 Broadway Building 22 (shipping & receiving) C/O TBD Building 2, Boulder CO 80305.

• Installation: To be completed by NIST staff within two (2) weeks of equipment receipt.

• Brand Name Only Justification: Required to be the exact replacement model for interchangeability.

• New Equipment: All items must be new; used, remanufactured, experimental, or prototype items are not acceptable.

• Packaging: Ship in original manufacturer’s packaging with all documentation.

• Installation Support: Contractor must provide a Point of Contact available Monday-Friday (11:00 am - 5:00 pm ET) for installation-related questions via phone or video conference.

• Inspection & Acceptance: NIST will perform tests (power, spectral purity) and visual inspection. NIST reserves the right to reject non-conforming equipment. Acceptance testing expected within 2 weeks of receipt.

• Payment: Upon receipt of a proper invoice; partial shipments/invoices not accepted unless approved prior to award.

• Full Text Provisions: FAR 52.225-2 (Buy American Certificate) requires bidders to certify domestic end products and list foreign end products and critical components. CAR 1352.215-72 (Inquiries) specifies submission of questions in writing to the Contract Specialist and Contracting Officer by a specified deadline.

• Full Text Clauses: FAR 52.212-4 (Terms and Conditions - Commercial Products and Commercial Services) covers definitions, inspection, acceptance, assignment, changes, disputes, excusable delays, invoicing, patent indemnity, payment, risk of loss, taxes, termination (convenience and cause), title, warranty, limitation of liability, compliance with laws, order of precedence, unauthorized obligations, and Comptroller General examination of records. CAR 1352.246-70 specifies the place of acceptance as NIST in Gaithersburg, MD.

• Inquiries: All questions must be submitted in writing to Ranae Armstrong (ranae.armstrong@nist.gov) with a cc to Don Collie (Donald.collie@nist.gov) no later than three calendar days after solicitation issuance. Responses will be in writing via amendment.

• Protests: Agency protests can be filed with the Contracting Officer or Protest Decision Authority. GAO/Court of Federal Claims protests can be filed unless an agency protest is filed. Specific addresses and service requirements are provided.

• Billing: Invoices must be submitted electronically via email to INVOICE@NIST.GOV, including specific contract and invoice details. Payment requests may be required through the Invoice Processing Platform (IPP) upon written notice.

• Several provisions relate to small business status (e.g., 52.204-5, 52.219-28) and specific representations (e.g., 52.209-2, 52.209-11).

• Deviations are indicated by "(DEVIATION)" after the provision/clause date.

• Bidders must check the NIST website for campus operating status daily if performing onsite work.

• NIST requires electronic invoice submission and may mandate the use of the Invoice Processing Platform (IPP).

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. It is a Request for Quotation (RFQ) for a Noventa single-mode Torus 532 250 mpc laser, including a power supply and laser control. Competition is restricted under RFO Part 12.102(a), Restricting Competition, but is being competed as full and open competition after brand name exclusion.

• One (1) Noventa single-mode Torus 532 250 mpc laser with power supply and laser control.

• Detailed requirements are specified in the attached Statement of Work document.

• Delivery and acceptance dates, and FOB point, are required as per the Statement of Work.

• The government intends to award a single firm-fixed-price purchase order (PO).

• Simplified acquisition procedures in accordance with RFO Part 12 will be utilized.

• Submission Deadline: Electronic quotations must be received by 4:00 PM Eastern Time on 05/07/26.

• Submission Method: Email to ranae.armstrong@nist.gov with a copy to Donald.collie@nist.gov. Reference the RFQ number in the subject line.

• Inquiries Deadline: Written questions must be received by 05/04/26.

• Evaluation Criteria: Award will be made to the responsible quoter whose quotation is the lowest priced, technically acceptable quote.

• Quotation Structure: Must be divided into three volumes: Volume I – Technical Quotation, Volume II – Price Quotation, and Volume III – Terms and Conditions.

• NAICS Code: 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000.

• SAM.gov Registration: Quoters must have an ACTIVE registration in the System for Award Management (SAM.gov) at the time of quotation submission, award, performance, and final payment. Failure to maintain active registration will result in disqualification.

• The solicitation incorporates provisions and clauses in effect through RFO, supplemented by U.S. Department of Commerce Acquisition Policy.

• FAR 52.212-1 (DEVIATION Jan 2026) applies. An addendum provides specific instructions.

• Quotations must clearly document technical capability, country of origin, manufacturer authorization (if applicable), and ability to meet delivery, installation, training, and warranty terms.

• Price quotations must include solicitation number, point of contact, Unique Entity Identifier, firm fixed price per line item, aggregate price, and shipping/delivery costs.

• Any objections to terms and conditions must be clearly stated in the quotation.
