Justification for Single Source
TSA required additional time to solicit and award a new contract but was unable to do so due to significant delays caused by multiple lapses in appropriations during Fiscal Year 2026 (October 1, 2025 – November 12, 2025; January 31, 2026 – February 3, 2026; and February 14, 2026 – April 30, 2026). These delays, combined with staff furloughs and an administrative backlog at the end of FY2025, severely impacted the process of refining requirements and assembling documentation for the recompete.
Future Intent
TSA intends to transition this requirement to the AbilityOne Program. A 12-month award to SourceAmerica is anticipated, with a follow-on Task Order expected to be awarded on June 19, 2026, while the requirement is formally added to the AbilityOne Procurement List.
