Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services for flatbed truck and trailer hauling of government materials.

• Procure short-haul flatbed trucking services to relocate approximately 60,000-100,000 sqft (4-5 million pounds) of government-owned outdoor equipment and materials.

• Transport items between various Naval Base Kitsap (NBK) government sites and leased facilities, all within 35 miles by roadway.

• The government will handle loading and unloading using their personnel and equipment.

• No hazardous materials (HAZMAT) will be hauled.

• Cargo types include shipping containers, outdoor equipment, palletized/non-palletized materials, timbers, scaffolding, and portable guard shacks. Specific dimensions and weight limits are provided for various cargo types.

• Period of Performance: July 1, 2026, to June 30, 2027.

• Place of Performance: Various locations within Naval Base Kitsap (NBK) - Bangor, WA; NBK - Bremerton, WA (including PSNS&IMF Controlled Industrial Area); and Belfair, WA. Alternate locations may include government-controlled leased facilities within 35 miles.

• Contractor must provide qualified drivers with Commercial Driver's Licenses (CDL) and necessary endorsements.

• Contractor personnel accessing bases must be U.S. citizens and comply with all security requirements.

• Contractor is responsible for load security, including binders, straps, and chains.

• Contractor is responsible for ensuring vehicles are properly loaded and within weight capacity; government will not verify axle weights.

• Oversize load permitting is not anticipated, but if required due to contractor's vehicle selection, it is the contractor's responsibility.

• Drop-trailer management is an option to minimize driver wait times, requiring coordination with the COR.

• Services are generally required during normal government operating hours (Monday-Friday, 0700-1530), with potential for occasional off-hours support.

• A mandatory vehicle standstill is enforced daily in the CIA from 16:02 to 16:09.

• On-Time Performance: 95% of scheduled movements must be on time.

• Cargo Security & Condition: 100% of shipments must arrive without damage caused by contractor negligence.

• Non-Cargo Asset and Property Integrity: Zero damage to government property, equipment, or facilities caused by contractor negligence.

• Accurate Documentation: 98% error-free submission rate for required documents.

• Safe Operations: 100% compliance with base safety regulations and zero safety incidents.
