Justification & Authority
The sole source justification is based on FAR 16.505(b)(2)(i)(B) and 10 USC 3204(a)(1) as implemented in FAR 6.302-1(a)(2)(iii)(B), citing that Sirsi Corporation is the only source capable of fulfilling the requirement due to the proprietary and copyright-protected nature of the SirsiDynix Core software. Extensive market research, including inquiries through DoD ESI, GSA, and CHESS ITES-SW2 (28 vendors), yielded no alternative sources. A Statement of Non-Availability has been approved.
