Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a comprehensive retrofit and functional test of 99 Stationary Infantry and Armor Targets to a wireless command and control configuration, modernizing the target system and ensuring its full operational capability.

• Conduct a comprehensive functional inspection of 72 Stationary Infantry Targets (SITs) and 27 Stationary Armor Targets (SATs) to identify and document pre-existing mechanical or electrical failures.

• Remove unnecessary components and install government-specified command-and-control boards, wiring kits, RF modules, and antennas for wireless operation.

• Perform preventative maintenance on all mechanical components of each target.

• Conduct local functionality tests to verify lifter mechanism, hit detection, and limit switch detection.

• Perform a final, comprehensive functionality test of all 99 converted targets using the TRACR system for seamless wireless command and control.

• Quality Control Plan (QCP) required, submitted within 10 days of award, detailing procedures for identifying, preventing, and correcting defective services.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Contractor must report issues or potential issues affecting performance within two hours of identification, followed by written reports within two days.

• Period of Performance: 120 Calendar Days from the date of contract award.

• Place of Performance: Fort Riley Gunnery South Mounted Machine Gun Gunnery Complex, Bldg. 9076, Fort Riley, KS, 66442.

• Security: Requires a clear local background check at proposal submission and maintenance of security levels throughout the contract. Compliance with DoD Contract Security Classification Specification (DD Form 254) is required.

• Installation Access: Personnel must meet security criteria; failure to comply may result in denial of access. An initial Installation Pass Log is required within 3 days of award.

• Safety: Compliance with FAR 52.236-13 and EM 385-1-1 is mandatory, including an Accident Prevention Plan and Activity Hazard Analysis.

• Training: Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training are required for all contractor employees within specified timeframes.

• Key Personnel: Local Program Manager, Alternate Local Program Manager, and Quality Control Manager are considered key personnel. CVs are required within 5 days of award. Specific experience requirements apply.

Statement of Work (SOW) / Performance Work Statement (PWS)

To conduct a wireless conversion upgrade for 99 targets at Fort Riley, consisting of 72 Stationary Infantry Targets (SITs) and 27 Stationary Armor Targets (SATs).

• Perform a comprehensive functional inspection of all 99 targets to identify and document pre-existing mechanical or electrical failures.

• Provide necessary material/fabric handling equipment (one manlift) and supplies for maintenance checks.

• Remove components not needed for the wireless upgrade.

• Install government-specified command-and-control board, wiring kit, RF module, and antenna.

• Inspect target shelters for structural integrity and condition.

• Perform preventative maintenance on all mechanical components, including cleaning, lubrication, and adjustment.

• Inspect all entry access points (personnel doors, roll-up doors, full-width doors) for proper operating standards.

• Conduct a full, local functionality test on each retrofitted target, verifying lifter mechanism operation, hit detection, and limit switch detection.

• Inspect all electrical components (lighting, switches, electrical connections) and adjust as needed.

• Perform a final, comprehensive functionality test using the TRACR system to ensure seamless wireless command and control.

• Inspect all cables for signs of wear, pinching, fraying, or damage.

• On-site at Fort Riley.

• The customer is responsible for ensuring appropriate electrical power is available for inspection and adjustment of electrical systems and components, including winches.
