Scope of Work
The Navy intends to procure computing platforms, known as the SABER Computing Hardware suite, to host software operating environments and cybersecurity applications. This includes four types of SABER equipment suite units:
- SABER racks
- Boundary Defense Capability (BDC)/Distributed Packet Collector (DPC) Variant "A" (with displays)
- Boundary Defense Capability (BDC)/Distributed Packet Collector (DPC) Variant "B" (without displays)
- Out of Band Network Switch (OOBNS) Units
The effort requires the ability to build and sustain these shipboard systems for five years, including integration of commercial-off-the-shelf (COTS) electronics into shock-hardened racks, engineering support, and potential re-design or hardware upgrades.
Information Sought
Interested parties should submit information demonstrating capabilities in:
- Hardware Production: Managing design and production of SABER equipment hardware, including experience with analogous programs if no direct SABER experience.
- Systems Engineering: Design, development, testing, qualification, production, delivery, and support for displays, videos, printers, and related hardware.
- Technical Compliance: Conducting formal design and test reviews per PEO SHIPS/NAVSEA 03C Technical Requirements Manual (TRM).
- Program Management: Implementing and maintaining Configuration Management (CM), obsolescence management (DMSMS), Reliability, Maintainability and Quality Assurance (RMQA), and Risk Management programs.
- Engineering Support: Defining, developing, and updating Technical Data Packages (TDPs), including concept designs, drawings, parts lists, requirements, interface specifications, and ILS documentation.
- Feedback: Comments on the draft SABER TDP (Attachment 1) and ability to comply with relevant Navy standards (e.g., MIL-S-901D, MIL-E-16400H, MIL-STD-810E).
