Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Navy, on behalf of NAVSEA 03 and Naval Information Warfare Systems Command (NAVWAR) Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) and Cybersecurity Program Office (PMW 130), has issued a combined Request for Information (RFI) and Sources Sought notice. This market research aims to identify potential sources for a future hardware production contract for the Situational Awareness, Boundary Enforcement and Response (SABER) Mid-Tier Acquisition (MTA) computing hardware for surface ships. Responses are due June 5, 2026.

Scope of Work

The Navy intends to procure computing platforms to host software operating environments and cybersecurity applications, known as the SABER Computing Hardware suite. This includes four types of units: SABER racks, Boundary Defense Capability (BDC)/Distributed Packet Collector (DPC) Variant "A" (with built-in displays), Variant "B" (without built-in displays), and Out of Band Network Switch (OOBNS) Units. The Government seeks sources capable of providing up to 60 SABER equipment suite units over a five-year period, covering production after 2027. This effort involves integrating commercial-off-the-shelf (COTS) electronics into shock-hardened shipboard racks, providing engineering support, and potential re-design or system hardware upgrades.

Information Sought

Interested parties should submit capability statements demonstrating experience in managing design and production of SABER equipment (or analogous programs), systems engineering, formal design and test reviews, Configuration Management (CM), obsolescence management (DMSMS), Reliability, Maintainability, and Quality Assurance (RMQA), and Risk Management. The Navy also seeks experience in developing and updating technical data packages (TDPs). Responses should include company information (CAGE, UEI, business size), past experience with similar efforts, feedback on the draft SABER TDP (Attachment 1), and compliance with relevant Navy standards (e.g., MIL-S-901D, MIL-E-16400H).

Contract & Timeline

  • Type: Request for Information (RFI) / Sources Sought (Market Research)
  • Set-Aside: None specified (open to all U.S. interested parties, including small businesses)
  • Response Due: June 5, 2026 (Updated)
  • Published: April 6, 2026 (Latest update)

Additional Notes

This is for informational planning only and does not constitute a commitment to issue an RFP or award a contract. Access to controlled technical data (Attachment 1, SABER TDP) requires Joint Certification Program (JCP) certification, CAGE code, vetting, and a signed terms of use agreement. An industry engagement event may be held. Questions must be submitted via email to the listed points of contact.
