Quick Summary
The Department of the Navy, specifically the NAVSUP Fleet Logistics Center Norfolk, intends to award a Firm Fixed Price contract for SKOPENOW software licenses. This software is required by the Navy Office of the Judge Advocate General (OJAG) and the Navy Legal Service Command (NLSC) to collect open-source social media and website information in a legally defensible manner for investigations. While the government intends to negotiate a sole source contract with SKOPENOW due to its unique proprietary capabilities, the solicitation is formally posted as unrestricted. Offers are due June 23, 2026, at 10:00 AM.
Scope of Work
The requirement is for three (3) annual user licenses for the SKOPENOW OSINT search engine. This Software as a Service (SaaS) product provides an automated platform to streamline investigations by collecting open-source data, preserving online evidence through automated screen, meta, and hash capture for courtroom admissibility, and enabling informed decision-making. The software must be compatible with existing systems and meet specific technical requirements including Windows 10 (64-bit), 16 GB RAM, and Microsoft Edge. License delivery or digital activation is required within 30 days of award.
