Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for "SkyFest 2026 AvGas" to procure commercial commodity items. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is a 100% set-aside for Small Business concerns.

The primary requirement is the supply of various quantities of AV GAS 100 LL, as detailed in the CLIN structure. Specific quantities include:

• CLIN 0001: 150 Gallons
• CLIN 0002: 100 Gallons
• CLIN 0003: 30 Gallons
• CLIN 0004: 260 Gallons
• CLIN 0005: 200 Gallons
• CLIN 0006: 74 Gallons (Buffer Quantity)
• CLIN 0008: 2000 Gallons

Additionally, the solicitation includes requirements for:

• CLIN 0007: Delivery & Handling for AV Gas
• CLIN 0009: Refueling Support (24 hours over 3 days, specific PoP: 5-June-2026 to 7-June-2026)
• CLIN 0010: Delivery to Fairchild Air Force Base

All items are to be provided IAW the attached Statement of Work (SOW) and NAF Standard Clauses (Attachments 1 & 3). All shipping costs to Fairchild AFB, WA are to be included.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: Not explicitly stated for all CLINs, but delivery is generally "days ADC" (Actual Delivery Calendar days). Refueling support has a specific PoP from 5-June-2026 to 7-June-2026.

• Offerors must hold prices firm for 60 calendar days from the date specified for receipt of offers.

• The government intends to award without discussions.

• This acquisition is a 100% set-aside for Small Business concerns.

• North American Industry Classification System (NAICS) code: 324110 (Petroleum Refineries) with a size standard of 1,500 Employees.

• Product and Service Code (PSC): 9130 (Liquid Propellants and Fuels, Petroleum Base).

• All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov.

• Questions are due by 15 May 2026 / 10:00 AM PT.

• The government reserves the right to cancel this RFQ.

• Attachments include: SOW, Air Force Specific Terms and Conditions, and Nonappropriated Fund Standard Clauses.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide 100 Low Lead (LL) AVGAS fuel for aircraft participating in the Fairchild AFB SkyFest.

• Furnish all personnel, transportation, equipment, tools, labor, supplies, materials, supervision, and services necessary to provide 100 LL AVGAS fuel.

• Provide a refueling vehicle and operator to refuel aircraft.

• Aircraft refueling is required upon arrival, after performances, and prior to departure.

• The refueling vehicle operator must be available on the Fairchild AFB flight line from June 21, 2024, through June 23, 2024.

• Specific hours for refueling are:

  • Friday, June 5: 700-1500
  • Saturday, June 6: 700-1500
  • Sunday, June 7: 700-1500

• The total estimated fuel is 3,000 gallons, with charges based on actual metered issuance.

• AVGAS must be procured according to ASTM D910.

• Disposition of unused 100LL is the responsibility of the service provider.

• Personnel must be able to read, write, and understand English.

• Personnel must present a neat appearance and have easily recognizable employee identification.

• The government may restrict employment of individuals deemed a threat.

• Refueling operations: June 21, 2024 - June 23, 2024.

• Location: Fairchild AFB flight line.

• Insurance: Minimum of $1M dollar insurance coverage is required. Contractor must provide proof of insurance to the Contracting Officer before commencing work.

• Safety: Contractor is solely responsible for the safety of personnel and safe refueling of aircraft. Coordination with 92 LRS/LGRF is required before work execution. A Fairchild Fuels (POL) technician will assist with airfield navigation.

• Emergency Contacts: Specific phone numbers are provided for Security Forces, Fire Department, and general emergency services (911).

• Cleanup: Contractor is responsible for costs of cleanup and environmental restoration due to fuel spills caused by negligence. Operators must be familiar with aircraft servicing procedures and have a small spill kit. In case of a spill, the contractor is responsible for hazardous waste management and disposal, including obtaining necessary EPA ID numbers and signatures.
